This is NOT a request for proposals or quotes and in no way obligates the Government to award any contract. The USCG is conducting market research to seek sources that can provide a portable dehumidification unit to be used to condition the interior air space of a rotary wing aircraft, H-65 and H-60, while it is aboard a deployed USCG cutter at sea. USCG cutters generally operate in an environment where the humidity can be in excess of 90%, at temperatures in excess of 90°F. The relative humidity (RH) level inside the aircraft will need to be lowered from ambient outdoor levels to a target humidity of 40% or less within four (4) hours. The interior volume of the H-65 aircraft is approximately 330 cubic feet. The interior volume of the H-60 aircraft is approximately 1,000 cubic feet. The unit must be corrosion resistant. Responses Responses to this notice should include company name, address, telephone number, and point of contact (POC). Please respond to the following questions: 1. Description and specifications of the dehumidifying unit that is capable of performing the required tasks. 2. Indicate the weight and dimensions of the product. 3. Indicate the length of time it will take your product to reduce RH from 95% to 40% at an outside temperature of 95°F. 4. Indicate whether your product would need to be located inside or outside of the aircraft while the product is operating. Note, if located inside the aircraft, it will need to be explosion proof due to possible fuel vapors. If located outside of the aircraft, indicate how it will connect to the aircraft. 5. Please indicate an estimate of how long of a lead time would your company need to facilitate the development of your platform to meet our needs. 6. Is your business a large or small business and how many employees? 7. What NACIS code does your company use for type of product? 8. If small, does your firm qualify as a small, emergent business, or a small, disadvantaged business? 9. If disadvantaged, specify under which disadvantaged group and is your firm certified under Section 8(a) of the Small Business Act? 10. Is your firm a certified hub zone firm? 11. Is your firm a woman-owned or operated business? 12. Is your firm a certified Service-Disabled Veteran-Owned? 13. Is your product listed on a GSA schedule? 14. Do you have other government agencies using the product, and if so which agencies, POCs and contract numbers? 15. If possible, provide POCs for civilian users for general usage of product questions. After the review of the responses to this sources sought announcement, and if the USCG still plans to proceed with the acquisition, a solicitation announcement will be published on the Federal Business Opportunity website. Responses to this sources sought synopsis are not adequate response to any future solicitation announcement. All interested offerors will have to respond to the solicitation in addition to responding to this sources sought synopsis.
