Description
NOTICE OF INTENT TO SOLE-SOURCE This contract action is for the acquisition of services for which the Government intends to solicit and negotiate with only one source under the authority and procedures of Federal Acquisition Regulation (FAR) Subpart 13.5. The National Institute of Environmental Health Sciences (NIEHS), Office of Acquisitions (OA) intends to award a single source purchase order to Fluidigm Corporation, 7000 Shoreline Court, Suite 100, South San Francisco, CA 94080, for a non-personal services contract for maintenance and repair services of a Helios mass cytometer. Fluidigm Corporation, is the only known source that capable of meeting and providing the maintenance and repair services required on the Helios mass cytometer. This equipment is proprietary to Fluidigm Corporation, and protected under patent rights. Maintenance and repair services are only available from the original equipment manufacturer (OEM), and only Fluidigm can provide certified technicians authorized to service the equipment. The anticipated period of performance will be for a twelve (12) month base period, with 2 twelve (12) month option periods. The associated North American Industrial Classification System (NAICS) code for this procurement is 811219 "Other Electronic and Precision Equipment Repair and Maintenance". Its associated Small Business Size Standard is $20,500,000.00. The Flow Cytometry Center (FCC) within NIEHS requires this Helios Premium Service Plan for maintenance support to ensure the Helios mass cytometer remains in superior operating condition. The FCC is a core facility for use by employees of NIEHS. The FCC provides researchers access to a variety of flow cytometric techniques that push the limits of cell analysis. The Helios mass cytometer located in the Flow Cytometry Center at NIEHS was originally purchased and installed by Fluidigm Corporation. The Helios mass cytometer analyses cells in flow using earth metals to determine over 50 individual characteristics at the single cell level. No other flow cytometer can simultaneously measure this number of cellular characteristics on a given cell. Line Item 0001 - Base Year - Helios Plus Service Plan; Part Number # 104300 Qty. 1 Line Item 1001 - Option Period 1 - Helios Plus Service Plan; Part Number # 104300 Qty. 1 Line Item 2001 - Option Period 2 - Helios Plus Service Plan; Part Number # 104300 Qty. 1 Premium Plus Service Plan includes: Parts, labor, and travel; Software Upgrades; Tier 1 on-site service response; 2 on-site preventative maintenance visits per year; 1 on-site application visit per year (up to two days); Detector coverage included (subject to vendor evaluation), Includes 2 consumable kits per year; Remote tuning service (up to 6 sessions per year; not available in all areas); Phone and email technical support. NIEHS will solicit and negotiate directly with Fluidigm Corporation, and no solicitation will be issued. This notice of intent is not a request for competitive proposals or quotations; however, if an interested party believes they can meet the above requirement, all responsible sources may submit a quotation which shall be considered by the agency. The quotation must be submitted in writing and must contain material in sufficient detail to allow the Government to determine if the party can perform the requirement. Offerors must have an active registration in the System for Award Management (SAM) www.sam.gov. A determination by the Government not to compete this proposed requirement based on responses to this notice is solely within the discretion of the Government. All interested parties must express their interest or quotation in writing via email to hugo.alcantara@nih.gov within ten (10) days after the date of publication of this notice. No faxed documents will be accepted. If no responsive statements or quotations are received within ten (10) days, an award will be made to Fluidigm Corporation.
