- *** THE FULL SOLICITATION ESTIMATED ISSUE DATE: Electronically in Federal Business Opportunities on or about March 23, 2018. *** In December 2017, a rock-fall event deposited approximately 8,000 yards of very large boulders and rocky debris on Willamette National Forest Road 19 (Aufderheide Drive), near milepost 51.8. The rock-fall originated from roadside rocky cliffs on the inner (cutslope) side of the road. The road traverses the west shore of Cougar Reservoir. Approximately 250 feet of road length is completely covered by the rock-fall deposit, which consists principally of 10 to 15 feet size boulders with smaller fractured material also present. The deposit is over 40 feet in height against the cliff face that constitutes the failure surface, and extends across the surface of the road prism to the outboard edge. Loose unstable material remains amongst the rock face above the rock slide deposit, rock fall hazard mitigation is required prior to future cleanup taking place. This work will consist of scaling (removing) material from cut slopes and rock outcrops within the failure area. Material to be removed during scaling includes: loose or detached blocks of rock, masses of soil, trees or other debris that constitutes or could constitute a hazard due to their position in relation to the roadway and work area. Work will be completed by qualified scalers using hand scaling operations with use of hand tools, that may include scaling-bars, pry-bars, picks hydraulic wedges, chainsaws, air pillows, rock breaking techniques or other mechanical means. The Contractor shall furnish all supplies, materials, labor, supervision and transportation required to complete the project. The Estimated start work date is mid-April 2018, contract time estimated at 14 days. The project is 100% set aside for Small Business concerns. Note: Prospective awardees shall be registered in the System for Award Management (SAM) data base prior to award. Information on registration may be obtained via the internet at: http://www.sam.gov. All registrations must be in an "Active status" for the government to download electronically prior to contract award.
