COMBINED SYNOPSIS/SOLICITATION This is a combined synopsis/solicitation, which is expected to result in award of a "Firm-Fixed Price" contract for 23 mobile shelving units IAW attachment 1. The combined synopsis/solicitation is prepared in accordance with the procedures in the Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This synopsis/solicitaiton is conducted as a commercial item procurement using Simplified Acquisition Procecures (FAR Part 13). An award, if any, will be made to the responsible offeror who submits a proposal that (1) conforms to the requirements of the synopsis/solicitation; (2) that receives a rating of "Acceptable" on the Technical Capability evaluation factor; and (3) that submits the proposal with the lowest total evaluated price (TEP), provided that the TEP is not unbalanced and is determined to be fair and reasonable. The Government reserves the right to award without discussions or to make no award at all depending upon (1) the quality of proposals received and (2) whether proposed prices are determined to be fair and reasonable. All shelves will per NFPA codes, and Infection Control Prevention, wire shelving for hospitals that are going to have tops placed on top of them to prevent items from falling through should be made of a material that is not fibrous and can be cleaned, such as plexi-glass. Plywood is not an acceptable finish because it has the potential spread a fire quicker than plexi-glass and plywood can absorb liquids, whereas plexi-glass can be wiped clean when dirty, and it does not absorb liquids. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the party to another official who can resolve the concern. (b) Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution.
