Description
SCOPE OF WORK The purpose of this contract is to secure helicopter services to accomplish aerial placement of two (2) buildings upon the Bodie Mt. radio site. The Contractor shall develop a plan of operation to accomplish these objectives, organize, and direct all the equipment and personnel needed to fully accomplish the work. The Contractor shall furnish all technical expertise, labor, equipment, supervision, transportation, operating supplies and incidentals necessary to complete the work required. PROJECT LOCATION The location for all services is on the Republic Ranger District, Colville National Forest, Washington State. The actual project location is Bodie Mt. (N 48° 49.635', W 118° 49.963'). ADDITIONAL PROJECT INFORMATION The mission is to relocate two (2) enviro-shelters to Bodie Mt. and place the shelters onto existing foundations. The local area surrounding the site is Forest Service property and is forested. The mountain top location is open, the local obstructions present are the existing communications towers. The shelters will be on trailers and are equipped with suitable lifting points. CONTRACT TYPE Performance-based, commercial services, firm-fixed-price (FFP). ESTIMATED START DATE FOR PROJECT August 15, 2018. ESTIMATED DURATION OF WORK One (1) calendar day. SITE VISIT The quoter is advised to visit the worksite to evaluate all aspects of this project. The quoter is responsible for determining the amount of work prior to submission of its quotation. SAFETY REQUIREMENTS A Communications, Safety, and Emergency Response Plan shall be developed by the contractor and submitted to the Forest Service. This site-specific plan shall be a document giving location of operations, name and phone number of individuals to call in case of an emergency, phone number of nearest fire department, travel route(s) to project location(s), nearest hospital, and fire rescue and ambulance (EMS). If a gate key is needed, this document shall also include where it can be obtained. This plan shall be presented and reviewed by all crew members and be available to all crews at all sites during work periods as well as available to the Government for inspection at any time. SHELTER SPECIFICATIONS 8' X 12' Shelter with 12 kW Generator Set, Weight ~3,400 lbs 8' X 12' Shelter with Ice Protection, Weight ~4,270 lbs ADDITIONAL SHELTER COMMENTS Large steel buildings, stripped to bare essentials; built-in hooks for rigging; helicopter contractor to rig for air transport. WAGE DETERMINATION The RFQ, when issued, will include the Service Contract Labor Standards (FAR 52.222-41) wage determination. No award will be made under this solicitation until funds are available. The Government reserves the right to cancel this solicitation, either before or after the solicitation's closing date. In the even the Government cancels this solicitation, the Government has no obligation to reimburse a quoter for any costs incurred.
