- The U.S. Army Corps of Engineers, New England District will be issuing a set-aside solicitation for certified small business contractors for the construction of the Sector Gate Painting and Steel Repairs project, located at the New Bedford Hurricane Barrier in New Bedford, MA. The NAICS code is 238320. The project is planned to be issued in or about late April 2018 and will be set aside for Small Businesses. The construction period will extend over Summer and Fall of 2018. The estimated magnitude of this project is between $1,000,000 and $5,000,000. Any responsible source meeting this standard may submit a bid to be considered by the New England District. The location of work to be performed under this contract is the New Bedford Hurricane Barrier, located between New Bedford and Fairhaven, Massachusetts. This project consists of the following components: - Cleaning the corrosion from the leading edge of the steel skin plate on both sector gates above the waterline. Application of a new coal tar epoxy paint system onto the cleaned areas. - Removal of existing painted steel components above the water line on each sector gate and replacement of these components with new identical steel components manufactured offsite with a galvanized finish. These components include ladders, railings around the platform, the standing platforms, and two nearby support beams. A crane will be required for installation of these new components. The existing handrails, as well as the grating at El. 20, shall remain in place. - Installation of a new fall protection safety system consisting of a davit arm with a self-retracting lifeline for the ladders identified on the contract drawings. The davit arm system shall be removable and adjustable so that it can be stored in the nearby compressor buildings. The Fall Protection System shall be installed by a Qualified Person for Fall Protection in accordance ANSI/ASSE Z349 and EM 385-1-1, Section 21, and shall be compatible with DBI Sala harness and equipment. - Removal, using abrasive blasting techniques, of the existing coal tar epoxy present on all the top horizontal steel members (all sides of these members) of Truss #1. These steel members of Truss #1 are the horizontal structural steel members at the highest elevation of each gate with the gate in the open position. Application of a new coal tar epoxy paint system on to these steel members, on both East and West sector gates. - Removal of the existing coating (a rubber material) currently present in the recessed tops of each pin along the drive rack at the top of the skin plate of each sector gate. Application of a new sealer to the recessed tops of the pins, after application of paint. - Removal, using abrasive blasting techniques, of the existing coal tar epoxy present on the entire drive rack except for the pins themselves. This will include all areas of the pin recesses in the drive rack except for the pins. Application of a new coal tar epoxy paint system onto the drive rack surfaces. Application of new grease onto the drive pins. - Removal, using abrasive blasting techniques, of the existing coal tar epoxy present on the leading edge of the skin plates. Application of a new coal tar epoxy paint system onto the leading edge of the skin plates. Please note this solicitation is set aside for certified small businesses. This is not a request for proposals at this time; the solicitation requirements and contract documents to include instructions for submission and the response date will be available on or about late April 2018.
