- THIS IS A SOURCES SOUGHT NOTICE ONLY. This notice does NOT constitute a request for proposal, request for quote, or invitation for bid. No formal solicitation document exists at this time. We are seeking information for market research purposes only. The Government will not pay for any information solicited. The VHA Network Contracting Office 6 (NCO 6) is conducting a market survey to find qualified vendors who can provide an exact match for the following no later than 30 days after receipt of the order: 1EA: Portable Medical Refrigerator -with cart on wheels and the following specifications: - The portable refrigerator must be approved for blood product storage. - The internal temperature of the refrigeration unit must be maintained between 1 -6C. - Once fully charged, the internal batteries for the refrigeration unit must be able to operate (maintaining temperature) for at least 10 hrs. - The changing unit must be able to plug into a standard 110 volt wall outlet. - Must have LED indicator light to let the users know when the unit has been fully charged. - Complete charging of the unit must be less than 12 hours. - If the battery gets low or if the temperature in the unit approaches either the upper or lower limits of acceptability, then an audible alarm will sound before the acceptable temperature range is violated. - Must have a built-in NIST traceable digital thermometer that is easy to read. - All surfaces must be made of a surface that is easily cleanable. - Temperature of unit can be remotely monitored and temp records can be downloaded and printed. - Audible alarms will sound if the temp. gets out of range or if the battery is getting low - The internal thermometer is NIST (National institute of Standards and Technology) traceable - PROVIDE 1 COMPLETE AND UNABRIDGED SET OF OPERATOR MANUALS, SERVICE MANUALS, TROUBLESHOOTING GUIDES AND PARTS LISTS FOR THE EQUIPMENT EXACT MEASUREMENT: 15 Liter capacity The Unit (cart and refrigerator.) is 25(L) x 17(W) x 36(H) All capability statements shall be submitted no later than 9:00 am eastern standard time 3/22/18. The Veteran Administration is mandated by Public Law 109-461 (38 USC § 8127 & 8128) to give first priority to SDVOSB and VOSB concerns if there should be sufficient firms available to compete under a set aside. If insufficient veteran owned small business responses are received to establish the basis for setting this action aside for other than large business participation, then the action will be advertised as a small business set aside or full and open competition. Interested firms are reminded that in accordance with FAR 4.1201(a) Prospective contractors shall complete electronic annual representations and certifications at the System for Award Management (SAM) as a part of required registration in conjunction with FAR 4.1102(a) that states, Prospective contractors shall be registered in the (SAM) database prior to award of a contract or agreement. Therefore, due to time constraints, vendors must be registered in System for Award Management (SAM) at http://www.sam.gov to be considered for an award.
