Description
The Naval Supply Systems Command (NAVSUP) Fleet Logistics Center Norfolk, VA, 23511-3392 intends to award a Firm Fixed Price contract to provide Career Transition Course services for Command for Operational Test and Evaluation Forces (COMOPTEVFOR) based out of Norfolk, Virginia. This requirement is prepared in accordance with the information in Federal Acquisition Regulation (FAR) Subpart 12.6, using Simplified Acquisition Procedures FAR Subpart 13. This requirement will be solicited as 100% Small Business Set-Aside. The North American Industry Classification System (NAICS) code for this acquisition requirement is 611430 with a size standard of $11 Million. Command for Operational Test and Evaluation Forces (COMOPTEVFOR) requires contract support in the area of military to private sector career transition training for its senior military service personnel transitioning from a military career to a civilian career. This support shall be provided in the format of a seminar program designed to take an individual (military member) through every aspect of career transition with a focus on private sector re-employment. The Contractor provides support to COMOPTEVFOR staff through the development and delivery of career transition seminars. The Period of Performance will be 15 April 2018 through 14 April 2019, with two (2) scheduled training sessions to be determined after award. There are four (4) option periods planned, with an additional 6-month extension under FAR 52.217-8. These are the planned dates, however are subject to change if required. The solicitation, any documents related to this procurement, and all amendments issued will be in electronic form. THE SOLICITATION IS NOT YET AVAILABLE. Once available, the solicitation will be posted to this site Navy Electronic Commerce Online or (NECO). The solicitation is expected to be available on or about 21 March 2018. The NECO website has a submit bid button next to the solicitation number. DO NOT USE the submit bid button on NECO to submit a quotation. A complete RFQ package will be available by downloading the documents at the NECO Website as follows: http://www.neco.navy.mil or FEDBIZOPPS at http://www.fedbizopps.gov on or around 21 March 2018. Potential quoters are hereby notified that the solicitation and subsequent amendments to the solicitation will ONLY be available for download at the above site; this office will NOT issue hard copy solicitations. By submitting a quote, the quoter is self-certifying that neither the requestor nor the principal corporate officials and owners are currently suspended, debarred, or otherwise ineligible to receive contracts from any federal agency. Failure to do so may represent grounds for refusing to accept the quote. By submission of a quote, the quoter acknowledges the requirement that a prospective awardee must be registered in the System for Award Management (SAM) database prior to award, during performance, and through final payment of any contract resulting from this solicitation, except for awards to foreign quoters for work to be performed outside the United States. Lack of registration in the SAM database will make a quote ineligible for award.
