- The Department of Veterans Affairs, Network Contracting Office (NCO) 19 hereby provides notice of its intent to award a Sole Source, firm fixed price contract to INO Therapeutics LLC, Perryville I I I Corporate Park, 53 Frontage Road, Third Floor, Hampton, NJ 08827. The contract is expected to be awarded under FAR 8.405-6. A Limited Sources Justification has been prepared. The contract will be for INO Therapeutics to provide Annual INOmax Clinic Nitric Oxide Gas Therapy for patients in respiratory distress for Denver VA Medical Center. Inclusive of associated cylinders, delivery, parts, training, and customer service. Estimated 600 hours annually at the Eastern Colorado Health Care System in Denver, Colorado on a Base + Four (4) Option Year contract. NAICS code: 325412, Pharmaceutical Preparation Manufacturing (SBA Size Standard 1,250 Employees) The Annual Clinic Nitric Oxide Gas Therapy is required for treatment of patients in respiratory distress in accordance with the Department of Veterans Affairs Expanded Sharing Authority contained in 38 USC 8153. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTES. However, interested parties may identify their interest and capability to respond to this requirement no later than March 23, 2018, 9:00 AM, MT. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. The Department of Veterans Affairs, NCO 19 will NOT be responsible for any costs incurred by interested parties in responding to this notice of intent. Only written responses will be considered. All responses from responsible sources will be fully considered. As a result of analyzing responses to this notice of intent, the Government shall determine if a solicitation will be issued. Any prospective contractor must be registered in the System for Award Management (SAM) in order to be eligible for award. Also, prospective contractor shall be an Original Equipment Manufacturer (OEM) authorized dealer, authorized distributor or authorized reseller to the Department of Veterans Affairs for the proposed equipment/system such that OEM warranty and service are provided and maintained by the OEM. All software licensing, warranty and service associated with the equipment/system shall be in accordance with the OEM terms and conditions. Interested parties are encouraged to furnish information by email only with Response to Intent to Sole Source for INO Therapeutics Annual INOmax Nitric Oxide Gas Therapy in the subject line. All documents submitted will not be returned. All interested parties shall submit clear and convincing documentation demonstrating their capabilities to satisfy the requirements listed to Jesse San Nicolas by email at jesse.sannicolas@va.gov. The capability documentation should include general information and technical background describing in detail the prospective contractor's capabilities and experience that will demonstrate the ability to support this requirement.
