- Draft SOW The U.S. Census Bureau, is seeking sources that can provide technical and consulting services for the American Housing Survey Branch (AHSB) within the Social, Economic and Housing Division (SEHSD) for a period not to exceed one year. This area is primarily responsible for processing, reviewing and publishing data from the American Housing Survey (AHS). The American Housing Survey (AHS) is a longitudinal survey, designed to capture various statistics of the Nation's housing stock. The sponsor of the survey is the Department of Housing and Urban Development (HUD) and it is conducted by the U.S. Census Bureau on a semi-annual basis. The AHS provides both HUD and public data users in depth statistics on the affordability and quality of the Nation's housing, as well as measure the effectiveness of housing assistance programs. Since the origination of the survey in 1973, the Census Bureau has used this data to publish a variety of products, including statistical table packages and microdata files. The service will require personnel whose primary purpose is to: •Synthesize historical (1973-2007) datasets using currently available data to mimic the way AHS microdata products are currently presented. oThis will require a knowledge of historic AHS processing standards as well as a familiarity with the paper questionnaire which was in use from 1973 till 1997. oFamiliarity with computer assisted interviewing questionnaire systems (i.e. Cases, BLAISE) would also be required to as the AHS switched to a computerized survey in 1997. •Research and document historical AHS data survey methodology. This includes historic AHS data collection, editing and disclosure avoidance. •In addition to working to standardize historic datasets, assist current staff with reviewing and processing 2017 AHS data. •Perform questionnaire review on the 2019 AHS. See attached DRAFT SOW for more information. Interested vendors must hold an active registration in the System for Award Management (SAM.gov) and shall provide full company name, DUNS# and Cage Code with submission. Vendors shall submit capabilities to include experience and any information as it pertains to being able to complete the services described in the attached Draft SOW.
