Description: One Jones Act qualified, U.S. flag vessel to support Explosive Ordnance Disposal (EOD) Group Two/Mobile Dive and Salvage (MDS) diving operations and training exercises in 2018, during two separate periods of time. Vessels must be capable of supporting underway and local pier-side diving operations and training, surface-supplied diver training/operations, coxswain training, and support non-diving training evolutions as necessary on a continuous 24-hour basis in water depths between 40-1,000 feet. The vessel will operate out of the Joint Expeditionary Base Little Creek in Virginia Beach, Virginia, throughout the western Atlantic Ocean and be required to pull into military and civilian ports as needed by specific evolutions. The charter period will be about 60 days. 17. The place/range of Delivery and Redelivery is Joint Expeditionary Base Little Creek in Virginia Beach, Virginia. Base period is 09 April - 07 June 2018. 18. Set-aside Status: N/A. All responsible sources may submit a bid, proposal, or quotation, which shall be considered by the agency. The decision to release this solicitation as "Unrestricted" is based on responses received from a recent market survey for this service. MSC's Small Business Associate and Small Business Administration Procurement Center Representative have concurred with this assessment. All responsible sources may submit a bid, proposal, or quotation which shall be considered by the agency.
