Solicitation documents can be found attached to this notice. Please review these documents and provide proposals to Ms. Carrie Williams at carrie.williams.7@us.af.mil and Ms. Rachel Gordon at rachel.gordon.1@us.af.mil by 12:00pm CST on Monday, May 7, 2018. The contractor shall provide the Intermediate Level Plus (I-Level+) Maintenance for the J85-5 series engines. The repair will bring engines to a serviceable condition as defined in the attached Performance Work Statement (PWS). The workload includes J85 repairs for the United States Air Force (USAF), US Navy (USN), and NASA. The contract will be a five-year basic period with a 2 month (60 day) Transition Period and three (3) one-year incentive options which may be awarded at the Governments discretion. The contractor has the option to perform engine production until 30 Sept 2019 at Laughlin Air Force Base (LAFB), Del Rio, Texas (Transition Plan II (A)) or directly tranistion to the contractor owned facility (Transition Plan II (B)). Supply Chain support operations will be required to be performed at LAFB from award of the contract until 30 Sept 2019, after whcih this workload will be transitioned to the contractor owned facility. 1) The ordering period for the contract is sixty (60) months after the effective date of the contract for the Basic Period and any options exercised will extend the contract ordering period by an amount of time equivalent to the expiration of the current option period. The total period of performance: Basic: Transition Period:- 2 months Year 1: 10 months Year 2: 12 months Year 3: 12 months Year 4: 12 months Year 5: 12 months Option 1: 12 months (Year 6) Option 2: 12 months (Year 7) Option 3: 12 months (Year 8) 52.217-8 Option: 6 months *Period of Performance (PoP) the Contractor shall not be required to make any deliveries 12 months after expiration of the basic contract or option period if exercised, whichever is later. Pricing Matrix will be used to input prices. Pricing will be based on the proposed approach to engine production. Source Approval is part of the technical factors for this requirement (See Section L&M). The process for source approval is separate from any solicitation/proposal process for this specific requirement. There is a separate processing/review time and interested vendors are encouraged to contact the Tinker SASPO office (see link below for POC contact information) with any questions regarding processing/review times for source approval requests. Source approval requests and document packages are encouraged to be submitted as soon as possible if vendors are interested in becoming a qualified source of repair. While contractor's can become a qualified source of repair at any time, it should be noted that being a qualified source of repair is a technical requirement that is included in future solicitation/request for proposal related to the J85 I-level maintenance repair. Vendors that are interesting submitting proposals need to also submit a source approval package for becoming a qualified source for J85 I-level maintenance repair.
