Description
The hardware/software listed is for the follow-on enhancement to the existing IMILES 2000/IHITS capability previously fielded to the Hungarian Armed Forces. PROGRAM DESCRIPTION: The Program Executive Office for Simulation, Training and Instrumentation (PEO STRI) has a requirement for the procurement of an instrumented follow-on enhancement capability to previously fielded Instrumented Multiple Integrated Laser Engagement System (IMILES) 2000/Initial Homestation Instrumented Training System (IHITS), consisting of IMILES Individual Weapon System (IWS), Tactical Vehicle System (TVS)/IHITS hardware/system from the same Original Equipment Manufacturer (OEM), Cubic Defense Applications, Inc., that previously delivered the instrumented MILES 2000/I-HITS to Hungary. The hardware/software listed in the attachment will be a follow-on enhancement to the existing IMILES 2000/IHITS capability previously fielded to the Hungarian Armed Forces. The add-on IMILES IWS/TVS/IHITS hardware must be backwards compatible and interoperable with the existing IMILES 2000 hardware previously fielded to the Hungarian Armed Forces. Furthermore, the newer generation IHITS hardware and software will have to be capable of tracking the IMILES 2000 previously fielded to the Hungarian Armed Forces. This effort also includes Operator and Level 3 Maintenance New Equipment Training (NET). The maintenance portion of NET will provide Level 3 type instruction training using Special Tools and Test Equipment (ST&TE) designed for this level of maintenance. Both operator and maintenance manuals to support Level 3 Maintenance NET will be provided. PERIOD OF PERFORMANCE: The Period of Performance (POP) for this effort to include NET is 18 months after contract award. The effort will utilize 10 U.S.C. Section 333 Funds that will expire 30 September 2018. ACQUISITION APPROACH: This requirement will result in a Firm Fixed Price (FFP) FMS sole‐source contract to the OEM. This action will be awarded in accordance with 10 U.S.C. 2304(c) (1), as implemented by FAR 6.302‐1(a)(ii)(A), only one responsible source and no other supplies or services will satisfy agency requirements. Cubic Defense Applications Inc., is the Original Equipment Manufacturer (OEM) of the IMILES 2000/IHITS hardware and software previously fielded to Hungary. Market Research is being conducted to verify that no other sources can meet the requirement for the procurement of an instrumented follow-on enhancement capability to previously fielded Instrumented Multiple Integrated Laser Engagement System (IMILES) 2000/Initial Homestation Instrumented Training System (IHITS), consisting of IMILES Individual Weapon System (IWS), Tactical Vehicle System (TVS)/IHITS hardware/system. Interested sources are invited to provide their company's capability statement to support this program as described in this Notice of Intent program description, acquisition approach, and Delivery Schedule as described herein. ESTIMATED DOLLAR VALUE: The total contract value for this effort is estimated at $5.32M. RESPONSES REQUIRED: Interested contractors must submit their capabilities statement by the closing date of this notice to the POC listed below. Responses shall provide a description of the offeror's ability to meet the program description, acquisition approach, and delivery schedule. The response shall include a Rough Order of Magnitude (ROM) estimate for the requirement on a FFP basis. The offeror's capability statement may not include any new or non-recurring design effort. The offeror's capability description should include documentation demonstrating that the offeror has adequate financial resources to perform the contract, or the ability to obtain them; considers all existing commercial and governmental business commitments; has a satisfactory record of integrity and business ethics; has the necessary organization, experience, accounting and operational controls, and technical skills, or the ability to obtain them; and has the necessary technical and management resources and facilities, or the ability to obtain them. Responses shall be limited to eight (8) pages or less, including all attachments. All responses must include the following additional information: name and address of the firm, commercial activity/government entity (CAGE) code, small business size status, point of contact name, title, phone, and email. Responses shall be submitted electronically by email to Purvi.Kapadia.civ@mail.mil, no later than 1500 EST on Wednesday, 05 April 2018. NOTICE: This notice of intent to award sole source is being provided to verify that no other sources can meet this requirement given only one responsible source and no other supplies or services will satisfy agency requirements given the proprietary technical requirements, expedited timeline and substantial duplication of cost to the Government that is not expected to be recovered through competition. Contractors are advised that a determination by the Government not to compete this effort based on any responses to this notice is solely within the discretion of the Government IAW FAR Part 6.302-1. THE U.S. GOVERNMENT WILL USE THE INFORMATION RECEIVED TO DETERMINE WHETHER OTHER SOURCES ARE AVAILABLE THAT ARE CAPABLE TO SATISFY THIS REQUIREMENT.
