- Proposal Spreadsheet August SOW June SOW This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in the Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation number W912J2-18-Q-5006 is being issued as a Request for Quotation (RFQ) for catering services at the 128th Air Refueling Wing. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-96, Effective 6 November 2017 and the Defense Federal Acquisition Regulations (DFARS) Change Notice 20180131. It is the contractors' responsibility to be familiar with applicable clauses and provisions. This acquisition is reserved for Total Small Business concerns. The North American Industrial Classification System Code is 721110 - Hotels (except Casino Hotels) and Motels, with a size standard of $32.5 M. This effort is a high priority requirement in support of the National Guard. Funds are not presently available to make award. If funds become available for award, and prices are deemed fair and reasonable, it is the Government's intent to make award. This is not a commitment of funds or contract award. The Wisconsin Air National Guard (WI-ANG) is looking to conduct a Yellow Ribbon Reintegration Program (YRRP) Post-Deployment event, 22-23 June 2018 with an option of 24-25 Aug 2018. The WIANG is seeking a family-friendly facility to accommodate lodging and conference space within 30 miles of Milwaukee, WI. Please see attached Statement of Work for each weekend. Please submit a proposal breakout on the Proposal Spreadsheet. QUESTIONS DUE DATE AND TIME: All questions concerning this solicitation, W912J2-18-Q-3001, shall be sent via email to kristin.n.zahn.mil@mail.mil by 30 March 2018 at 1:00 PM CST. A question and answer (Q&A) document will be posted approximately 2 business days after all questions have been received. OFFER DUE DATE AND TIME: Offers are due 6 April 2018 at 1:00 PM CST. Offerors must provide offer via e-mail only. BASIS FOR AWARD: The Government will evaluate offers in accordance with FAR 12.602 and will award a contract resulting from this solicitation to the responsible contractor whose offer is determined the lowest priced that meets the salient features of the Statement of Work (SOW). ***Note: A site visit will be conducted by the Yellow Ribbon Coordinator and other interested parties to assess the safety, comfort, health, and cleanliness of the facility. Event location will be rated as either acceptable or an acceptable. The Government will award a Firm Fixed priced contract. 52.217-5 -- Evaluation of Options. Except when it is determined in accordance with FAR 17.206(b) not to be in the Government's best interests, the Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. Evaluation of options will not obligate the Government to exercise the option(s). In accordance with DFARS 252.232-7003, Electronic Submission of Payment Requests and Receiving Reports, the contractor shall submit their payment request electronically using Wide Area Workflow (WAWF). The WAWF website is located at https://wawf.eb.mil. There is no charge to use WAWF. Contractors must register to use WAWF at this website and ensure an electronic business point of contact (POC) is designated in the System for Award Management (SAM) site at https://www.sam.gov/portal/public/SAM/within ten (10) calendar days after award of this contract.
