Description
In accordance with the Federal Aviation Administration (FAA) Acquisition Management System (AMS) Policy 3.2.2.4, the purpose of this announcement is to inform industry of the basis of the FAA's intent to award a contract based on single-source procedures. The FAA intends to procure receiver Multicouplers over a twelve-month period under an Indefinite Delivery/Indefinite Quantity (IDIQ) contract to Mu-Del Electronics, Inc 8576 Wellington Rd., Manassas, VA to be used at various FAA Air/Ground (A/G) Communications facilities in the NAS. The units will be a mix of 4-port Very High Frequency (VHF), 4-port Ultra High Frequency (UHF), 8-port VHF, and 8-port UHF models. The FAA Acquisition Management System (AMS), section 3.2.2.4, Single Source Selection, permits acquisition on a single source based on impact, standardization, and when it is the only source available to satisfy requirement within the time required. Mu-Del Electronics, Inc is the only source that has a commercial off-the shelf (COTS) product that meets all requirements specified in the product description (FAA-P-3003 ver 3.1) and can deliver the four specific products listed above within the required timeframe. A competitive solicitation is not available for this procurement. If your firm does not agree with this single source determination, please provide evidence of your firm ™s capabilities and experience in providing Multicouplers as outlined in the attached Statement of Work (SOW) and product description and the FAA will evaluate accordingly. The FAA is not liable for any costs associated with the preparing of a response to this announcement.
