Description

INTRODUCTION: The Department of Veterans Affairs (VA), Program Contracting Activity Central (PCAC) anticipates soliciting proposals and subsequently awarding a single, Firm Fixed-Price contract for the Correction of Electrical Deficiencies at the John L. McClellan Memorial Veterans Hospital located at 4300 West 7th Street, Little Rock, AR. This project is in support of the VA Minor Construction program and the VA Office of Capital Asset Management Engineering and Support (OCAMES). PROJECT DESCRIPTION: Contractor will replace electrical panelboards, breakers, and switches that were identified as deficient during the Electrical Study completed in 2016 for both Little Rock and North - Little Rock facilities. Replace old, obsolete 440kW generators in B170. Contractor shall update the site s short circuit coordination, arc flash study. A professional electrical engineer registered in the State of Arkansas with at least 5 years experience shall oversee this effort. Last study was completed in April 2016 using SKM software. The SKM data for the study will be made available to the contractor to update and return to the Contracting Officer s Representative. (COR.) Contractor shall provide a written report with a summary of the changes to the SKM data. Work shall be performed per the requirements of specification 26 05 73, OVERCURRENT PROTECTIVE DEVICE COORDINATION STUDY -PROVIDED. ADMINISTRATIVE: The solicitation will be issued as an Information for Bid (IFB) conducted in accordance with FAR Parts 15, 19 and 36 and will be evaluated in accordance with the procedures listed in the solicitation. The solicitation will be advertised as a total Service-Disabled Veteran Owned Small Business (SDVOSB) Set-Aside. Offers received from other than SDVOSB concerns will not be considered. The applicable NAICS Code is 238210 with a size standard of $15.0 million. The Solicitation will be issued on or about April 25th, 2018. The Period of Performance is approximately 270 calendar days from the issuance of the Notice to Proceed. This notice is not a request for competitive offers.
