Description
SYNOPSIS: THIS IS A SOURCES SOUGHT NOTICE ONLY. THIS IS NOT A REQUEST FOR QUOTE (RFQ). THERE WILL NOT BE A SOLICITATION OR SPECIFICATIONS AVAILABLE AT THIS TIME. This sources sought notice is being published to identify potential sources capable of development and implementation of a three (3) day training course entitled, Aviation Facilities Training Course. This announcement is for information and planning purposes only and is not to be construed as a commitment by Naval Facilities Engineering Command (NAVFAC), Atlantic, implied or otherwise to issue a solicitation or ultimately award a contract. An award will not be made on offers received in response to this notice. The Government is not responsible for the cost associated with any effort expended in responding to this notice. Requested information. 1. Name and brief description of the responding firm. Respondents should include information as to whether or not the firm is a small business under North America Industry Code (NAICS) 611430, Professional and Management Development Training. The Small Business size standard under NAICS code is $11 million. If a small business concern, please also provide information on which, if any; of the sub-categories of small business (certified by SBA as a HUBzone, SB, self-certify as either a SDB, WOSB, VOSB, and/or SDVOSB) you qualify. 2. Provide a capabilities statement exhibiting the companys ability to meet the minimum requirements listed below. Project Title: Training - Aviation Facilities Criteria Type of Product: On-Site This project consists of all work necessary to develop and implement two separate aviation criteria training courses. The first course is Airfield Planning and Design and the second course is Aircraft Hangars and other Airfield Structures (21 hrs total content) relating to aviation facilities design criteria intended for delivery over three days. The Project Manager may shift the duration of each respective course as required to adequately cover the content, however, the combined overall duration of both courses is limited to three-days total (21 hrs total content/3 hrs break). The course content in general terms will be developed from the following documents. 1. UFC 2-000-05N Facility Planning Criteria for Navy/Marine Corps Installations “ 100 Series Operational and Training Facilities (select aviation facility content only as it relates to other UFC content in this list) 2. UFC 3-260-01 Airfield and Heliport Planning and Design 3. UFC 3-260-02 Pavement Design for Airfields 4. UFC 4-133-01 Air Traffic Control and Air Operations Facilities 5. UFC 4-141-10N Design: Aviation Operation and Support Facilities 6. UFC 4-211-01 Aircraft Maintenance Hangars 7. UFC 4-211-02 Aircraft Corrosion Control and Paint Facilities 8. UFC 4-212-01N Navy Engine Test Cells 9. NAVAIR 51-50 AAA2 General Requirements for Shore Based Airfield Marking and Lighting 10. UFGS 08 34.16 Corrosion Control Hangar Doors 11. UFGS 08 34 16.10 Steel Sliding Hangar Doors 12. UFGS 08 34.16.20 Vertical Lift Fabric Doors 13. UFGS 08 88 58 Air Traffic Control Cab Glass 14. UFGS 32 13 13.43 High Temperature Concrete Paving for Airfields Using Lightweight and Traprock Aggregates The intent is to summarize the significant topics, include special focus areas, lessons learned, and special instruction, and to tailor the material for the target audience. The course will delivered during the 4th Quarter of FY18 (between July 1, 2018 and September 30,2018). The specific date will be coordinated following award of this contract. Additionally as six options, the two classes (total 3 days) will be offered at NAVFAC Southwest in San Diego, CA; NAVFAC Pacific in Honolulu, HI; NAVFAC Southeast in Jacksonville, FL; NAVFAC Northwest in Seattle, WA, NAVFAC FAR EAST in Japan, and NAVFAC EURAFSWA in Naples, Italy. Courses to be delivered any time in the remaining FY18 through FY19. Qualifications of Developers and Instructors: Content developers and instructors shall have 10 years minimum design experience the respective general topics (Airfield Planning and Design and Airfield Hangars/Structures (Aircraft Hangars, Air Traffic Control Towers, etc.) ) for the two classes. The developer/instructor for Airfield Planning and Design content should have minimum three past projects experience utilizing UFC 3-260-01 criteria (document 2) The developer/instructor for Airfield Hangars/Structures content should have minimum three past projects experience utilizing UFC 4-211-01 criteria (Document 6). Each should be a professional engineer/architect registered in their respective states and/or others. Each developer/instructor should have specialized subject matter training for the respective general topics beyond that obtained for their professional degrees. Trade symposiums, conferences, and other professional training sponsored by recognized professional organizations contribute towards this requirement if it is related to the content topics Training Content: Develop training content slides for the following minimum topics not necessarily in this order: (additional topics may be added within the respective broader topics and some topics may be condensed) All topics should be developed with high-level overview, diagrams, examples, photographs, glossary, where to find key information, and relevant design considerations where possible. Content must be developed/edited to fit the allotted time for the respective course. The response to this Sources Sought is due on Friday, April 6, 2018, 2:00PM via email. The response to this Sources Sought Notice must be complete and sufficiently detailed to allow determination of the firms qualification to perform the defined work. The response is not to exceed 5 double sided pages, using 12 pt Times New Roman font with margins on standard 8-1/2 by 11 paper. Responses to this Sources Sought Notice is not required in order to respond to any future RFQ that may follow. However, information gathered through this Market Research/Sources Sought may significantly influence RFQ development.
