Page 1 of 2 This FBO Notice administratively corrects previous Notice of Opportunity 36E77618Q0013, published on 10/25/2017, and now associates this Notice of Opportunity to Request for Proposal 36E77618R0005, under which the RFP will be issued. An administrative correction will also be issued to the Original FBO Notice of Opportunity to inform interested parties of this change. INTRODUCTION The Veterans Health Administration (VHA), Program Contracting Activity Central (PCAC) anticipates soliciting quotations and subsequently awarding a Firm-Fixed-Price Energy Savings Performance Contract (ESPC) for four (4) locations within Department of Veterans Affairs Medical Center Orlando. DESCRIPTION The following Energy Conservation Measures for this proposed project have been identified: VISN 8 Orlando ECM List ECM # ECM Description Lake Baldwin Campus LB 1.0 Boiler Plant Improvements LB 2.0 Chiller Plant Improvements LB 4.0 Heating, Ventilating, & Air Conditioning LB 5.0 Lighting Improvements LB 8.0 Electric Motors and Drives LB 11.0 Renewable Energy Systems LB 13.0 Water and Sewer Conservation Systems LB 17.0 Commissioning Measures LB 20.0 Solar Powered Trash Compactors Lake Nona Campus LN 4.0 Heating, Ventilating, & Air Conditioning LN 5.0 Lighting Improvements LN 11.0 Renewable Energy Systems LN 17.0 Commissioning Measures Lakemont Campus LM 5.0 Lighting Improvements Viera OPC VO 4.0 Heating, Ventilating, & Air Conditioning ADMINISTRATIVE The solicitation will be issued as a Request for Proposal (RFP) conducted in accordance with Federal Acquisition Regulation (FAR) Part 15. This is a Service Disabled Veteran Owned Small Business (SDVOSB) set-aside. Any ESCO submitting a proposal in response to this solicitation must be on the DOE Qualified List of Energy Services Companies in accordance with the Energy Policy Act of 1992 and 10 CFR 436 by the closing date of the solicitation. The list can be found at the following link: https://energy.gov/eere/femp/doe-qualified-energy-service-companies. Failure to meet this minimum qualification will result in immediate rejection of a proposal as non-responsive. In addition, any proposed Joint Venture ( JV ) entity is required to meet this minimum qualification as an entity, it is not sufficient for either one or both companies which form the JV to be on the DOE Qualified List of Energy Service Companies corporately. The applicable NAICS code is 541330 with a size standard of $38.5 Million Dollars. The solicitation will be issued on or about 03/22/2018 for approximately sixty (60) calendar days. Offerors will be required to submit their quotes electronically via the VA Vendor Acquisition Portal. This notice is not a request for competitive offers. Questions of a technical nature will not be answered as part of this notice; however, all general questions may be submitted in writing to the issuing office via email at Timothy.Novitsky@va.gov. Telephone calls will not be accepted. The VA reserves the right to use only Federal Business Opportunities (FBO), via the internet, to provide notification of any amendments to this notice and the subsequent issuance of the solicitation.
