- SOW Naval Air Warfare Center Aircraft Division, Lakehurst, New Jersey, intends to issue a fixed-price five (5) year Indefinite Delivery Indefinite Quantity contract for the procurement of a minimum quantity of two (2) each, and a maximum quantity of twenty-five (25) each Oxygen Analyzers - OBIGGS Without Vacuum Pump (Part Number (P/N) 111B), on a sole source basis to Advanced Micro Instruments, Inc. (CAGE 1GKY2), of Huntington Beach, CA. This Oxygen Analyzer - OBIGGS Without Vacuum Pump is for the P-8A Poseidon Program for the United States Navy, Royal Australian Air Force, and Foreign Military Sales customers. The P-8A Aircraft has a requirement to analyze the oxygen level for a functional test of the Air Separation Module (ASM) without the Vacuum Pump. The Oxygen Analyzer is used to test the OBIGGS performance by measuring oxygen concentration. The Advanced Micro Instruments, Inc. Oxygen Analyzer, P/N 111B (National Stock Number 1660-01-592-6955), satisfies the unique P-8A requirement by analyzing the oxygen level for a functional test of the ASM without the Vacuum Pump. Advanced Micro Instruments, Inc., as the Original Equipment Manufacturer (OEM), is the developer, designer, and manufacturer of the Oxygen Analyzer, P/N 111B. Commercially available oxygen analyzers are not designed for aerospace applications, particularly to verify the operation of aircraft inerting systems. The Advanced Micro analyzer prevents flammable ignition, which is a critical safety feature and unique to the Advanced Micro Instruments P/N 111B. No other oxygen analyzer is known to possess this critical safety feature, as confirmed through market research, and can safely perform the P-8 oxygen level testing to meet aircraft requirements. Any other Oxygen Analyzer would have to undergo modification meet to the critical safety feature of the Advanced Micro analyzer and undergo extensive evaluation testing by the Government to determine if it could safely and satisfactorily analyze oxygen samples potentially containing flammable vapors. Under the authority of 41 U.S.C. 1901, the Government intends to issue a sole source contract to Advanced Micro Instruments, Inc. because this firm is considered the only responsible source capable of meeting the requirement. The Government does not own technical data or other specifications to permit full and open competition. All responsible sources are encouraged to submit a proposal in writing that may be used by the Government in determining whether or not to conduct a competitive procurement. A determination by the Government not to open the requirement to competition based upon the response to this notice is solely within the discretion of the Government.
