Description
The United States Army Corps of Engineers, Jacksonville District, hereby provides notice of its intent to award a sole-source modification to increase the contract ceiling by $200 million, from $390 million to $590 million, using other than full and open competition on the current "Repair and Restoration of Electric Power Grid In Puerto Rico" time and materials contract W912EP-18-C-0003, on the basis of the circumstances identified in 10 U.S.C. 2304(d)(1)(B) and FAR 6.302-1(a)(2)(iii)(B). The contractor is PowerSecure Inc. of Wake Forest, North Carolina. This sole-source increase in capacity of contract ceiling ensures continued execution of the critical repair and restoration of the electric power grid in Puerto Rico, necessitated by a catastrophic hurricane event. FEMA issued USACE the mission assignment for power grid restoration on September 29, 2017, with an end date of March 19, 2018, set in amendment 3. It was not until March 16, 2018, that FEMA extended the end date of the mission assignment to May 18, 2018, via amendment 5. Due to the recently extended end date, USACE is now anticipating an additional mission assignment to fund the scope of work contained in this synopsis. The contractor shall maximize rapid restoration of electric power through coordinated replacement/repair efforts across the generation, transmission, and distribution systems. The contractor must be able to work all types of damaged electrical grid lines and associated structures that transverse through, within and around predominantly rural, remote and jungle related areas to provide emergency power restoration under all tropical work conditions. The work will be in the Caguas region and surrounding areas of Puerto Rico. Specialized crews to accomplish the following line work are required. 1. Distribution line work includes tying into the 38 kv transmission lines the 13 kv, 8 kv and 4 kv lines. This work includes pole placement. 2. Transmission and subtransmission work includes specialized crews to work on 230 kv, 115 kv tying in to 38 kv lines. This work includes lattice tower and other special framing placement. 3. Helicopter assistance will be required on most circuits for tower or pole placement, line pulling, placement and tensioning, and long-lining the workers into the remote areas. 4. Heavy equipment operators are required for associated crane, bucket, line tensioning, line pulling, digger work, etc. There must be associated line damage assessors, environmental assessors, and traffic control personnel as part of the team as well. The contractor shall have all safety and operational training completed as well as utilize the Corps Resident Management System to report contract requirements and status as work progresses. All equipment and personnel shall be fully mobilized no later than April 7, 2018. The contractor shall be ready to receive all line assignments no later than April 7, 2018 such that all current and new work assignments will start to be executed no later than April 8, 2018. Demobilization is expected to commence May 18, 2018. This is not a formal solicitation or request for proposal. This synopsis of intent is to give notice of the Government's intent to make a sole source modification. Contractors who can provide the U.S Army Corps of Engineers, Jacksonville District with the required four basic categories of services, are invited to electronically submit an affirmative, written response indicating a bona fide ability to meet this specific requirement. The primary North American Industrial Classification System (NAICS) Code applicable to this requirement is 237130 Power and Communication Line and Related Structures Construction. Responses should appear on company letterhead and include, at minimum, affirmation of active registration in the System for Award Management (SAM), your Data Universal Number System (DUNS) number, any applicable processed credentials and qualifications, and any applicable information. All responses should include a point of contact, telephone number, and electronic mail address. Additionally, respondents should indicate whether they are a large business, small business, small disadvantaged business, 8(a) concern, women-owned small business, HUBZone, service disabled veteran-owned small business, or qualify as socially or economically disadvantaged and whether they are U.S. or foreign owned. Responses to this notice will be used to determine the availability of this type of service. All responsible sources may respond to this synopsis and all responses will be considered by the agency. Responses should be furnished electronically to the contacts listed below not later than 5:00 P.M. Eastern, Tuesday, March 27, 2018. This notice of intent to sole source is published for fewer than 15 days subject to a waiver approved by the Head of the Contracting Activity pursuant to DFARS PGI 206.302-1(d). If waiver of the FAR 5.203(a) 15-day availability requirement is not approved prior to this deadline, the deadline will be extended.
