- The United States Food and Drug Administration (FDA) hereby issues this notice of intent to sole source. The FDA intends to award a firm fixed-price contract to Elsevier, B.V Radarweg 29 Amsterdam Noord-Holland 1043N NL in accordance with FAR part 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements. The proposed NAICS code for these services is 511120 - Periodical Publishers. The period of performance shall be one 12-months base year, from July 2018 to July, 2019 and two optional 12-month option years. The purpose of the project is to provide the FDA Library with a site license for unlimited online access to database modules for drug discovery integrated with excerpted preclinical, clinical, and post release safety data for 1500 users. Required Content includes: FDA Summary Basis of Approval, FDA Adverse Event Reporting System (AERS), Drug Monographs from Mosby's Drug Consult, Meyler's Side Effects of Drugs, RTECS data from the literature, and European Medicine's Agency (EMA) European Public Assessment Reports. This notice is not a request for competitive proposals. All responsible sources may submit a capability statement, providing sufficient information for the government to evaluate that the respondent has the capabilities to provide these services. Capability statements must be received by the response date and time of this notice. Submissions will be reviewed to determine if they can meet the requirement and all submissions received by the closing date of the notice will be considered by the Government. A determination by the Government to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. It is anticipated that an award will be issued to Elsevier approximately fifteen (15) days after the date of this notice unless the Government determines that any other organization has the capacity to meet this requirement.
