Description
Pre-Solicitation Notice for Tugboat Services for the Portsmouth Naval Shipyard N3904018Q0128 Pre-Solicitation Notice NAICS: 488330 FSC: V125 The Portsmouth Naval Shipyard intends to solicit for continuous tugboat services. Solicitation documents to follow. Estimated date for solicitation release is 12 April 2018. Continuous tug services for a firm period of one (1) year (8/16/2018-8/15/2019) with options for four (4) additional one-year periods (through 8/15/2018). Portsmouth Naval Shipyard requires the services of two (2) continuously available Tugs for routine and emergency tug and towing services for docking, undocking, launching, mooring and related services for seagoing vessels for Portsmouth, NH along the Piscataqua River. Boundaries are: upstream at Simplex Wire & Cable Company in Newington, NH; to the mouth of the river; to a point in the Atlantic Ocean no more than twelve miles offshore. Detailed Specifications will be provided with the solicitation. The following is a brief summary of the Government's needs: A.) Contractor shall be capable of continuously providing: 1) Two (2) continuously available tug boats meeting the MIL-STD-2040 Type "B" requirements. 2) Each tugboat will have a minimum of 1600 horsepower (HP). 3) Both tugboats shall be equipped with a fendering system suitable for providing safe movement of a submarine under any combination of roll, heave, or pitch.
