Description
Notice of intent to negotiate/award a sole source contract with Puerto Rico Police Department. The Social Security Administration (SSA) intends to negotiate a one year contract with four option years on a sole source basis with Puerto Rico Police Department, Floor 3, Office of Superintendent Cuartel General Hato Rey, GPO Box 70166, San Juan, PR 00963 under the authority of 41 U.S.C. 3304(b) as set forth in Federal Acquisition Regulation (FAR) 6.302-1 "Only one responsible source and no other supplies or services will satisfy agency requirements", for providing Fraud Investigation Services for the Puerto Rico Cooperative Disability Investigations Unit (CDI) located in San Juan, Puerto Rico. The requirement is for investigation of suspected fraud against the SSA Title II Disability Program in the commonwealth of Puerto Rico. The contractor must possess the following: (1) personnel must have island-wide law enforcement (arrest) authority granted under the laws of Puerto Rico in the furtherance of the mission; (2) experience using the National Crime Information Center (NCIC) and National Crime Bureau; (3) experience conducting undercover investigations; and (4) a license to carry a concealed weapon (must be armed). All potential contractor employees will be required to pass a security background check before beginning performance under the award. The Puerto Rico Police Department is the only potential contractor that possesses the unique qualifications and capabilities needed to meet the contract requirements and successfully carry out the objectives. This is not a request for quotations or an announcement of a forthcoming solicitation. Requests for copies of this solicitation will not be honored or acknowledged. A determination by the government not to compete this requirement based upon responses to this notice is solely within in the discretion of the Government. The government does not intend to pay for information received. If SSA does not identify other sources capable of providing the necessary services, SSA will issue a sole source award under FAR Part 12 and FAR Subpart 13.5 Responses to this notice must be submitted to sean.gahagan@ssa.gov by Friday, March 30, 2018, 5:00 p.m. ET. Oral communications are not acceptable. The government does not intend to provide evaluation results to the sender. All questions and submissions in response to this notice must be submitted in writing to the email address listed above.
