- SOURCES SOUGHT SYNOPSIS: THERE IS NO SOLICITATION AVAILABLE AT THIS TIME. REQUESTS FOR SOLICITATION WILL NOT RECEIVE A RESPONSE. INTRODUCTION: The Air Force Life Cycle Management Center (AFLCMC), Intelligence, Surveillance, and Reconnaissance and Special Operations Forces (ISR/SOF) Sensors, Foreign Military Sales, (AFLCMC/WINI) is conducting Market Research to identify potential sources who may provide the information detailed in this Sources Sought Synopsis (SSS). CAUTION: This is not a commitment to fund any effort submitted in response to this request. Respondents are placed on notice that participation does NOT guarantee participation in future solicitations or contract awards. AFLCMC is not at this time seeking proposals, and will not accept unsolicited proposals. Respondents are advised that the United States Government (USG) will not pay for any information or administrative costs incurred in response to this SSS. Please be advised that all submissions become USG property and will not be returned. All costs associated with responding to this SSS will be at the responding party's expense. This SSS is issued solely for information and planning purposes only. It does constitute a Request for Proposal (or solicitation) and does not guarantee the issuance of an RFP in the future. This SSS does not commit the USG to contract for any supply or service whatsoever. The USG does not have any associated technical data to provide to potential sources. INSTRUCTIONS: AFLCMC/WINI Sensor's Program Office has a requirement to procure twenty-two (22) AC-208 lightly armed Intelligence Surveillance and Reconnaissance (ISR) aircraft. AFLCMC/WINI is exploring the market for sources who can provide technically sound and economical non-developmental qualified solutions. The requirement includes the utilization of established Commercial off the Shelf (COTS) system-of-systems, consisting of integrated non-developmental items. The solution shall be comprised of a new Cessna Grand Caravan EX (Model 208B) modified with integrating exportable and International Traffic in Arms Regulations (ITAR) compliant versions of the following airborne components: (1) WESCAM MX-15D EO/IR Sensor (with Laser Target Designator) (2) Harris RF-7800M-MP Multiband Radio (3) Advanced Precision Kill Weapon System (APKWS) (4) EO/IR image down-link system (in real-time) to tactical ground-based operational interfaces (5) Mission system control/display/recording/processing node with post mission recorded data transfer to ground node capability The United States Government (USG) will use this Market Research information to determine the best future acquisition strategy for this procurement in order to meet the customer requirements and delivery schedule. The USG does not have any associated technical data to provide to potential sources. Information solicited is as follows: 1. The internal and external general arrangement for the airborne solution, showing equipment layout for the following: - Sensor, sensor image processing/recording node - Harris Radio Tactical Communication components - APKWS mounts, pylons, launch system canisters - APKWS Fire Control components, switches, arming panels - Airborne EO/IR image down-link system components - Mission System Operator Human-Machine-Interface components/configurations for control of sensor and weapons payload 2. Provide your operational concept for the following: - Loading/Un-loading APKWS - Installing/Un-installing APKWS rail/launcher system - Arming/De-arming APKWS - Anticipated Pilot/Mission System Operator (MSO) in-flight weapons release coordination/hand-off protocol. 3. Provide the Human-Machine-Interface (HMI) that depict situational awareness, controls, and manipulation for the mission system. - Illustrations showing the Mission System Graphical User Interface and concepts for presenting (including cascading menu driven operator actions) for the following: - System status (cautions, alerts, active functions) - Monitoring - Notifications - Selectable options for operator actions - Accessing, selecting, activating/deactivating various mission system functions - Symbology 4. Provide the date of, or anticipated date of, receiving these certifications: - Approved and issued FAA STCs and USAF Airworthiness Military Type Certification for missionized aircraft including all required modifications to the baseline aircraft - Air Force SEEK EAGLE Office (AFSEO) APKWS Certification Recommendation - Air Force Non-Nuclear Munitions Safety Board (USNMSB) Certification for APKWS operational use 5. Schedule timeline for delivery of first aircraft and subsequent requirements. AFLCMC/WINI invites industry to submit the following information any time before 16 April 2018. Please ensure all appropriate security procedures and policies are followed when responding to this SSS. Respondents should indicate which portions of their responses are proprietary and mark them accordingly. All information received in response to this SSS that is properly marked as "Proprietary" will be handled accordingly. Proprietary information must be clearly marked on the outside container and on the materials inside. The USG shall not be liable for, or suffer any consequential damages, for any proprietary information not properly identified. This SSS is issued pursuant to FAR Part 15.201(e). Written follow-up questions may be asked of responders for clarification, but this will not be indication of selection or preference. Questions must be submitted by 5 April 2018, questions received after this date may not receive a response. Questions shall be sent via email to the Primary Point of Contacts (POCs) listed below.
