- Request for quotation This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 - Streamlines Procedures for Evaluation and Solicitation for Commercial Items and Subpart 13.5 - Simplified Procedures for Certain Commercial Items, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. USAID intends to award a firm fixed price contract for Maternal and Child Health Essential Medicines as a result of this request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-97. Federal Supply Codes/Product Services Codes: 65 -- Medical, dental & veterinary equipment & supplies; 99 -Miscellaneous. North American Industry Classification System Code: 541990 -- All other Professional, Scientific, and Technical Services. This is a noncompetitive contract action and the intended source is: ASRAMES. The reason for the lack of competition is ASRAMES is the only responsible source that has been approved by USAID to procure and distribute drugs and medical supplies in the Democratic Republic of the Congo. As described by USAID Automated Directives System 312, purchase and distribution of medical supplies requires prior written approval from the Global Health Bureau's Supply Chain for Health Division of the Office of HIV/AIDS (GH/OHA/SCH) in order to provide for the quality of the pharmaceuticals. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. In accordance with commercial item procedures in FAR Part 12, this RFQ consists of the following: Section A - Schedule Section B - Contract Clauses Section C - Contract Documents, Exhibits, or Attachments Section D - Evaluation Criteria Questions may be submitted by March 28, 2018 and addressed to Contracting Officer Amy McQuade at amcquade@usaid.gov with copy to A&A Specialist Andre Nkuluntu at ankuluntu@usaid.gov. Quotations must be received no later than the closing date and time set forth above. Quotations must reference RFQ Number and may be submitted electronically to Contracting Officer Amy McQuade at with copy to A&A Specialist Andre Nkuluntu at the email addresses above. A firm-fixed price contract will be awarded to the responsible offeror that submits the lowest price technically acceptable bid to the U.S. Government considering the evaluation factors outlined in Section E. This request for quotation in no way obligates the United States Agency for International Development (USAID/DRC) to award a contract, nor does it commit USAID to pay any costs incurred in the preparation and submission of quotations.
