- The Millennium Challenge Coordinating Unit (MCCU), an independent entity of the Government of Sierra Leone (GoSL), is seeking partners to collaborate in the design and implementation of an innovative results-based financing activity as part of the MCC-funded threshold program with Sierra Leone - the Results-Based Financing (RBF) Activity. MCCU uses MCC's definition of "partnership": a collaborative relationship between two or more entities -- governmental or nongovernmental -- in which the partners work together to achieve a common purpose or undertake a specific task and to share risks, responsibilities, resources, competencies, and benefits. The partners mutually determine the goals, structure, governance, roles, and responsibilities of their collaboration. The Results-Based Financing Activity is designed to complement the technical assistance inputs provided under the Regulatory Strengthening Project by giving the regulator key performance indicators by which they can assess the sustainability of capacity improvements and knowledge transfer at implicated utilities through conditional, performance-based disbursements to such utilities if they achieve to-be-negotiated key performance indicators (KPIs). In doing so, the Activity will also strengthen and reinforce the Electricity and Water Regulatory Commission (EWRC's) role as sector regulator and incentivize improved utility performance. This activity will help GoSL and others to understand the key drivers and motivators for performance at the water and electricity utilities and regulator by answering the following questions: How can financial incentives drive improvements in planning, coordination, and operational and financial efficiency at the water and electricity utilities and the regulator? Can such incentives facilitate sustainable change in the electricity and water sectors in Sierra Leone? This Call for Proposals (CFP) sets out the objectives of the Results-Based Financing Activity together with eligibility conditions and other requirements that should be met by organizations (the "Applicants") submitting applications. Successful applications may result in an agreement to memorialize cooperation between MCCU and the selected Applicant.
