Description
The Millennium Challenge Corporation ("MCC") is a U.S. Government agency focused on assisting countries dedicated to good governance, economic freedom, and investments in people. The Government of Mongolia ("Government") has applied for grant funding from the MCC (a "Compact") and intends to apply a part of the proceeds of that funding to payments for contracts for goods, works and services. The Compact tentatively includes investment from MCC of approximately USD 350,000,000. The Government's proposal aims to increase the water supply to Mongolia's capital city, Ulaanbaatar. The Compact will likely include investment in three proposed activities: (i)Bulk water supply activity: construction of new groundwater wells with attendant transmission lines and reservoirs, along with a treatment plant to remove minerals and potential contaminants, in order to increase bulk water supplies; (ii)Wastewater recycling activity: construction of a new wastewater recycling plant and pipelines to provide high-quality recycled water to "replace" fresh water currently used by two combined heating and power plants (CHPs); (iii)Sustainability activity: support for policy reforms, capacity building and technical assistance to improve the long-term sustainability of the city's water supply. The Government has authorized the National Secretariat for Development of the Second Compact Agreement between the Government of Mongolia and the US Millennium Challenge Corporation ("National Secretariat"), a unit established within the Ministry of Foreign Affairs, to represent it in conducting the procurement for Procurement Agent Services. At a later date, the Government expects to establish an accountable entity, MCA-Mongolia, to assume certain responsibilities from the National Secretariat and to oversee implementation of the Compact. The National Secretariat hereby invites proposals from legally constituted firms to provide procurement agent services. More details on these consulting services are provided in the Terms of Reference of the request for proposals ("RFP"). The RFP is open to all eligible entities ("Consultants") who respond and meet the minimum requirements stated in the respective documents for this procurement. Subject to restrictions noted in the RFP, Consultants may associate with other firms to enhance their capacity to successfully carry out the assignment. A Consultant will be selected under the Quality and Cost-Based Selection (QCBS) method, an evaluation procedure which is described in sections of the RFP in accordance with "MCC Program Procurement Guidelines" provided on the MCC website (www.mcc.gov/ppg). The selection process, as described, will involve a review and verification of qualifications and past performance, including a reference check, prior to the contract award. The RFP includes the following Sections: PART 1 - PROPOSAL AND SELECTION PROCEDURES Section IInstructions to Consultants This section provides information to help Consultants prepare their Proposals; it also provides information on the submission, opening, and evaluation of Proposals and on the award of the proposed contract. Section IIProposal Data Sheet This section includes provisions that are specific to this procurement and that supplement Section I, Instructions to Consultants. Section IIIQualification and Evaluation Criteria This section specifies the qualifications required of Consultant and the criteria to be used to evaluate their Proposals. Section IV ATechnical Proposal Forms This section provides the Technical Proposal Forms that Consultants are to complete and submit in a separate envelope as part of their total Proposals. Section IV B Financial Proposal Forms This section provides the Financial Proposal Forms that Consultants are to complete and submit in a separate envelope as part of their total Proposals. Section VTerms of Reference This Section includes the detailed Terms of Reference that describe the nature, tasks, and duties of the consulting services to be procured. PART 2 - CONDITIONS OF CONTRACT AND CONTRACT FORMS Section VIContract Agreement This section contains the draft form of a Contract that the National Secretariat/MCA-Mongolia proposes to enter with the Consultant. A Pre-Proposal Conference will be held on the following date and time: 09:30 am Ulaanbaatar Time (GMT+8) on April 05, 2018. Attendance is not mandatory but is strongly advised for all interested Consultants or their representatives. The Pre-Proposal conference will be held as a web conference using an online tool called Zoom (www.zoom.us). Consultants who register will be sent the RFP and the weblink to attend the conference. To register and request the RFP, interested Consultants should send an e-mail with subject "Request for Mongolia Procurement Agent RFP" to the Procurement Consultant at franklin@ebmse.com with copy to enkhtungalag.togtokh@mca-1.org, Procurement Specialist at the National Secretariat. Consultants should provide their full contact details in the email message. Before submitting a Proposal, interested consultants are advised to review the Terms of Reference in the RFP. Late Proposals will not be accepted under any circumstances and will be returned unopened at the written request and cost of the Consultant.
