Description
The United States of America, acting through the Millennium Challenge Corporation ("MCC") and the Government of Liberia (the "Government" or "GoL") have entered into a Millennium Challenge Compact for Millennium Challenge Account assistance to help facilitate poverty reduction through economic growth in Liberia (the "Compact") in the amount of approximately 256,726,000 USD ("MCC Funding"). The Government, acting through Millennium Challenge Account - Liberia (the "MCA Entity"), intends to apply a portion of the MCC Funding to eligible payments under a contract for which this Request for Proposals ("RFP") is issued. Any payments made by the MCA Entity under the proposed contract will be subject, in all respects, to the terms and conditions of the Compact and related documents, including restrictions on the use and distribution of MCC Funding. No party other than the Government and the MCA Entity shall derive any rights from the Compact or have any claim to the proceeds of MCC Funding. The Compact and its related documents can be found on the MCC website (www.mcc.gov) and on the website of the MCA Entity. The goal of the Compact is to reduce poverty through economic growth. Specifically, the Compact seeks to address two binding constraints to economic growth currently existing in Liberia: a)lack of access to reliable and affordable electricity, and b)inadequate road infrastructure. Under the Energy Project, the Compact covers funding for the rehabilitation of the Mt. Coffee Hydropower Plant (MCHPP), including the cost of rehabilitating the raw water intake at the MCHPP and the raw water transmission line from MCHPP to the Water Treatment Plant (WTP) in White Plains, Liberia. The MCA Entity signed agreements that stipulate the roles and responsibilities of the MCA Entity, Liberia Electricity Corporation (LEC) and the Liberia Water and Sewer Corporation (LWSC), who are the Implementing Entities (IEs) for those activities to rehabilitate the raw water intake and transmission line. A Memorandum of Understanding (MOU) between LWSC and LEC may be warranted to establish safe operating procedures to maintain adequate water supply to the WTP, properly maintain hydropower units, and respond to emergency situations. The Energy Project will be implemented by the MCA Entity for a period of five (5) years from the date of entry into force of the Compact. The Compact can be accessed at: http://www.mca.gov.lr/images/PDF/libcompact.pdf This RFP follows the General Procurement Notice that appeared in UNDB online of January 25, 2018, dgMarket on January 26, 2018, MCA-Liberia Website (www.mca.gov.lr ), and in local newspapers: New Democrat, on January 30 and 31, 2018 and Heritage, on January 31 and February 1, 2018. The MCA Entity now invites proposals from legally constituted consulting firms to provide the consultant services referenced above ("Proposals"). More details on these consultant services are provided in the Terms of Reference. This RFP is open to all eligible entities ("Consultants") who wish to respond. Subject to restrictions noted in the RFP, consultants may associate with other consultants to enhance their capacity to successfully carry out the assignment. A Consultant will be selected under the Quality and Cost-Based Selection method, the evaluation procedure for which is described in sections of the RFP in accordance with "MCC Program Procurement Guidelines" which are provided on the MCC website (https://www.mcc.gov/resources/doc/program-procurement-guidelines). The selection process, as described, will include a review and verification of qualifications and past performance, including a reference check, prior to the contract award. A Pre-Proposal Conference will be held at MCA Liberia's 3rd Floor Mt. Coffee Conference Room, F & F Building, 63 UN Drive, Mamba Point on March 21, 2018 at 10:00 hrs. local time in Monrovia, Liberia. Interested Consultants may participate in the Pre-Proposal Conference via Skype at live:info_648789. The Pre-Proposal Conference are not mandatory, but Consultants are strongly encouraged to attend. Clarifications may be requested by e-mail not later than March 22, 2018 at 13:00 hrs., so that responses can be issued to all Consultants by close of business March 28, 2018, which is 13 days prior to the deadline for submission of Proposals.
