- Notice of Intent The Office of Acquisition and Agreement Management (OAAM), of the National Institute of Standards and Technology (NIST), on behalf of the NIST Laboratories, intends to negotiate on a sole-source basis with Spektra of California, USA, under the authority of FAR Part 13.106-1(b), as implemented by the Federal Acquisition Regulation (FAR) Part 13 for the procurement of a Final Electrical Calibration Bench (FECB).The Acquisition Management Division (AMD) at NIST intends to procure the required FECB under a Firm Fixed Price Purchase Order using Simplified Acquisition Procedures for Commercial Items (FAR Parts 12 and 13). The NIST Physical Measurement Laboratory (PML) has a need for a Final Electrical Calibration Bench (FECB) for existing Spektra Primary Vibration Calibration System (PVCS), model CS18P VLF/HF, to allow direct calibration of all internal elements of the Primary Vibration Calibration System (PVCS) at NIST, and also allow uploading of the NIST calibrated values for use by the system software to streamline calibration workflow. The Spektra PVCS was acquired and installed at NIST in 2014. Since August 2015, the PVCS has been used for accelerometer calibrations for the NIST Vibration Calibration Service; the Final Electrical Calibration Bench (FECB) allows National Metrology Institutes (NMI) users of the Spektra PVCS to fully calibrate and verify the electronics package of their systems in-house, as well as to update the software with correction values for the measurement. In order for NIST PML to achieve full traceability for the PVCS using internal NIST standards, it is necessary to acquire a FECB instrument. Due to proprietary code in the PVCS, Spektra is the only provider of an FECB capable of verifying the performance of all elements of the electronics package of the PVCS. Spektra is also the only provider whose system can provide NIST-traceable correction values that can be uploaded to the Spektra-proprietary PVCS software to streamline the calibration workflow. Spektra is the sole source provider for the required FECB and is the only vendor able to provide the FECB that meet the Government's minimum requirements which makes them uniquely qualified. The North American Industry Classification System (NAICS) code for this acquisition 334516, with a size standard of 1,000 employees. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Interested parties that believe they could satisfy the requirements listed above for NIST may clearly and unambiguously identify their capability to do so in writing on or before the response date for this notice. No solicitation package will be issued. This notice of intent is not a request for competitive quotations. However, responses received by April 4, 2018 at 11:59 pm Eastern Standard Time (EST) will be considered by the Government.
