- Section L Proposal Requirements and Section M Evaluation Methodology Section B CLIN Structure Statement of Work The purpose of this notice is to allow industry to review and comment on draft portions of a solicitation for Long Range/Ultra-Long Endurance (LR/U-LE) Unmanned Aircraft System (UAS) Technology Demonstration and Flight Services requirements before the formal solicitation is issued. The USCG welcomes industry comments and feedback on the attached proposed draft documents including the Statement of Work (SOW), CLIN structure, proposal requirements and evaluation methodology. Although the USGG does not necessarily anticipate responding to questions received, all comments and questions received in response to this notice will be seriously considered in development of the final solicitation. The Government does not intend to award a contract on the basis of this notice or to otherwise pay for information received in response to this notice. This notice is issued for information and planning purposes only and does not constitute a solicitation. In accordance with FAR 15.201(e), responses to this notice are not offers and will not be accepted by the U.S. Government to form a binding contract. A pre-solicitation notice will be published at least fifteen days before issuance of a formal solicitation for this requirement. It is anticipated that the pre-solicitation notice will be issued on or around April 13, 2018. Government personnel at the USCG Research and Development Center will review all information submitted in response to this notice. Comments and feedback on the draft documents should be submitted to Diane Christensen at Diane.C.Christensen@uscg.mil and are due by 5pm EST on April 9, 2018.
