The upcoming RFP is intended for the Research and Development Integrated Space Experiments (RISE) acquisition. Mission and Background The RISE contract will support the Air Force's Space Superiority Service Core mission requirements and Space Enterprise Vision growth areas by providing concept design, development, integration, test and evaluation of new space technologies, innovative, engineering prototypes, and new employment concepts. The Air Force Research Laboratory's Space Vehicles Directorate, Integrated Experiments and Evaluation Division, working with the other technical divisions within the directorate, conducts innovative research and development of ground, high-altitude balloon, near-space, and spaceflight experiments. Research and development activities include mission analyses, systems engineering, integration and testing of components and subsystems through system-level integration and test, and execution of experiment mission operations. The objective of this contract is to provide the required research, engineering, and technical management for performing space technology analysis, development, integration, experimentation, demonstration, and evaluation in support of the Space Vehicles Directorate's mission. The RISE acquisition is anticipated to be set-aside for small business. The applicable NAICS code is 541715 with a Small Business Size Standard of 1,250. Intention and Conditions of Announcement This announcement is for information and planning purposes and provides a second opportunity to review and comment on the draft RFP. The draft RFP documents are attached to this announcement and Industry is encouraged provide comments and questions. Comments and questions from Industry help shape and define the Government's requirement, while continually strengthening market research. Be mindful that the content of the draft documents contained herein is subject to change. Please submit all questions and comments in writing via e-mail utilizing the MS Excel spreadsheet provided herein. Written Industry responses are due no later than 5:00p.m., MDT on 05 April 2018. Please do not submit or include proprietary information or questions. Responses to questions will be posted to the Federal Business Opportunities website at a later date. Copies of the following can only be obtained through special request via AMRDEC Safe Access File Exchange: 1. Draft RISE Department of Defense Contract Security Classification Specification (Form DD254) 2. Draft RISE Base Support Lists 3. Specific numbers of security billets per Task Order The above-referenced individuals can facilitate delivery upon request. The Government will not respond to requests for these documents after 05 April 2018. It is recommended that interested parties set up a search on FBO to stay abreast of future announcements regarding RISE. The final RFP for RISE is anticipated to be released in the 3rd quarter of 2018. Please note that this notice does not constitute a formal Request for Proposal, it is not to be construed as a commitment by the Government, and the Government is under no obligation to issue a formal final Request for Proposal. Any financial costs incurred by the offeror as a result of this notice are the sole responsibility of the offerors.
