- Page 1 of 11 SOURCES SOUGHT The Department of Veterans Affairs (VA) is issuing this Sources Sought in accordance with FAR 15.201(e). The agency does not intend to award a contract but rather gather information on pricing, delivery and other market information pertinent for acquisition planning. The result of this market research will contribute to determining the method of procurement and identify parties having an interest in and the resources to support this requirement for the following: DESCRIPTION The National Veterans Golden Age Games (NVGAG) is the premier senior adaptive rehabilitation program in the United States, and the only national multi-event sports and recreational seniors competition program designed to improve the quality of life for all older Veterans, including those with a wide range of abilities and disabilities. The NVGAG is one of the most progressive and adaptive rehabilitative senior sports programs in the world. The Games serve as a qualifying event for competition in the National Senior Games in a number of competitive events. The Contractor shall provide all labor and decorating needs at the Albuquerque (ABQ) Convention Center, required for hosting the 32nd National Veterans Golden Age Games (Client). This will include: pipe and draping, registration booths, exposition booths and maps, event schedule displays, tables and chairs, promotional signage, carpet, fire extinguishers, dumpster removal of clay/mason sand and all associated labor. The Albuquerque Convention Center is located at 401 2nd St., NW, Albuquerque, NM 87102. All information received in response to this Sources Sought that is marked as proprietary will be handled accordingly. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Responders are solely responsible for all expenses associated with responding to this Sources Sought. INTRODUCTION AND PURPOSE OF THE SOURCES SOUGHT With this Sources Sought, we request information regarding your company and your services. The same information will be gathered from different companies and will be used to evaluate what suppliers we will follow up with in the sourcing process with a Request For Proposal (RFP) or Request for Quotation (RFQ). If your organization has the potential capacity and experience to perform these contract services, please provide the following information: Organization name, address, email address, Web site address, telephone number, and size, NAICS code, SIN Category and GSA Schedule and 2) Tailored capability statements addressing the particulars of this effort, with appropriate documentation supporting claims of organizational and staff capability and experience. If significant subcontracting or teaming is anticipated in order to deliver technical capability, organizations should address the administrative and management structure of such arrangements. The government will review market information to ascertain potential market capacity to: 1) Provide services consistent in scope and scale with those described in this notice; and 2) Secure and apply the full range of requirements to perform tasks appearing in the Performance Work Statement. In addition to discussing your capability statement addressing the DRAFT PWS, a series of questions regarding capability must be answered. Final version will be provided to Contractor within five (5) business days post-contract award. Albuquerque Convention Center Sales Manager (To be provided upon award) Albuquerque Convention Center Events Manager (To be provided upon award) PERFORMANCE DETAILS PERFORMANCE PERIOD Five (5) days post-contract award through August 9, 2018. PLACE OF PERFORMANCE The location where Contractor will be required to provide work is: Albuquerque Convention Center, 401 2nd St., NW, Albuquerque, NM 87102. The Contractor s on-site personnel will be required to wear proper identification at all times while working at the Albuquerque Convention Center. Contractor shall also be required to comply with all security and personnel identification processes expected by the Albuquerque Convention Center. TRAVEL The Government anticipates travel under this effort. All travel will be reimbursed in accordance with the Joint Travel Regulation. TASKS AND DELIVERABLES The Contractor shall provide all tasks and deliverables described within this PWS. All deliverables shall be submitted to the COR, in accordance with the PWS Schedule of Deliverables, and shall meet the standards set forth in the Quality Assurance Surveillance Plan (QASP). Unless otherwise stipulated, written deliverables shall be phrased in plain English. Statistical and other technical terminology shall not be used without providing a glossary of terms. The Contractor shall assign a Project Manager (CPM) to provide oversight of all contracted efforts. The CPM shall communicate with the COR on all issues related to project outcomes. The CPM shall attend the kickoff meeting in person to discuss the project approach, schedule, milestones, and points of contact. Booths will be needed from August 2-4, 2018. Registration booths must have custom NVGAG logo (see Graphic 1) printed on each booth. Stanchions should also be provided by Contractor to separate lines between each of the groupings, requiring a total of thirteen (13) stanchions. No stanchions are needed on the outer side of Booth 1 or Booth 5, to allow for clear exiting. A large banner or sign titled REGISTRATION is required to completely cover the background of all 5 registration booths. Registration booths will be labeled as followed: Booth 1: Drop Events; Wheelchair and Visually Impaired (must be a lower booth for people in wheelchairs to access) Booth 2: A-C, D-F Booth 3: G-J, K-M Booth 4: N-Q, R-T Booth 5: U-Z, Coaches & Support Staff Graphic 1 A sample design of the registration booth set-up is as follows: Graphic 2 CLIN 003: EXPO LAYOUT/MAP/SIGNAGE Contractor must provide exhibitor booth name signs for the Health & Wellness Expo to be held on August 4, 2018. All expo booths will be needed from August 2-4, 2018 inside of Exhibit Hall 3 of the Albuquerque Convention Center. Contractor will work with Client in designing the expo layout within the designated space for best flow and use of space, as well as designing an Expo Guide Map that includes a name listing of all registration and expo stations, the Client-provided VA logo and VCS logo, and the map must be no larger than 8.5 x11, for participants and guests to follow. A spreadsheet listing of all registration and expo stations, including booth set-up size and any specific set-up needs, will be provided by Client to Contractor within five (5) business days post-award. A sample design of the Expo Guide Map is as follows: Graphic 3 CLIN 004: SCHEDULE OF EVENTS DISPLAYS Contractor must provide four (4) 2018 NVGAG Schedule of Events display stands in the following designated areas: one outside of East Building Exhibit Halls 1-2, one in the East Building Upper Level Pre-function area, one in the lobby areas of the West Building outside of Exhibit Halls 3-4, and one in the tunnel between the Doubletree Host Hotel and West Building Lower Level. Graphics for the displays will be provided by Client within two (2) months of the first day of the event, August 2, 2018. On the east side windows, we estimate that there will be 583 square feet of cling per window area, dimensions: (6) at 80.5 x 63.5, (6) at 80.5 x 27.5, (3) at 80.5 x 57.5, (6) at 36.25 x 63.5, (6) at 36.25 x 27.5, (3) at 36.25 x 57.5 On the west side windows, we estimate that there will be 244 square feet of cling per window area, dimensions: (8) at 68 x 42, (4) at 68 x 45 A sample design of the window displays is as follows: Graphic 5 Contractor must provide six (6) NVGAG promotional displays/graphics on the columns of the Albuquerque Convention Center. Graphics for the displays will be provided by Client within two (2) months of the first day of the event, August 2, 2018. Locations for these columns are as follows: two outside of East Building Exhibit Halls 1-2, and four in the lobby areas of the West Building outside of Exhibit Halls 3-4. For the east side it estimate the size for these to be at 10 in height and 116 around for a total square footage of 96.6. For the west side it s estimate the need for (4) wall clings at 50 wide x 120 tall for a total square footage of 41.6 square feet each A sample design of the column displays is as follows: Graphic 6 All above displays must be present for a minimum time frame of August 1-10, 2018. CLIN 007: CARPET Contractor must provide low-level carpet (brown in color or comparable) to completely cover Exhibit Hall 4 floor, measuring 30,173 (143 x 211 sq. ft.), for the shuffleboard competition. This is to create a smoother and more level playing surface for the shuffleboard courts to be laid on. Carpet must be in place by 11:30pm on August 2, 2018, and must be removed after noon on August 9, 2018. CLIN 008: FIRE EXTINGUISHERS Contractor will provide necessary fire extinguishers per State of New Mexico building regulations for the Albuquerque Convention Center, for the space utilizied during the entire period of performance. CLIN 009: DUMPSTER REMOVAL OF MASON SAND / CLAY Contractor will properly dispose of Client s mason sand and plastic underlay that will be used for horseshoe pits. This must be disposed of in separate dumpster from the Albuquerque Convention Center s dumpsters. Contractor will be available at all event times via radio and/or cell phone, and able to make any changes within 24 hours, as authorized within this scope of work or by the Project Manager/Contracting Officer Representative (COR) listed at Section 3. Contractor will provide all labor necessary for setting up and breaking down/packing up all above-mentioned deliverables.
