- The Department of Veterans Affairs, Veterans Integrated Service Network (VISN 2), James J. Peters VA Medical Center, Bronx, New York, intends to negotiate on a sole source basis (IAW FAR 13.106-1) with Biomerieux, Inc. This acquisition is being conducted under the FAR 13.1 Simplified Acquisition Procedures. James J. Peters VA Medical Center, VA Northport and VA New York Harbor Healthcare System have the need for the VIDAS 3 platform. The required equipment must be an FDA approved CLIA moderately complex, fully-integrated and automated immunoassay analyzer that uses a Random Access Platform for Procalcitonin, Mumps, Rubella, Rubeola, Lyme, H. Pylori and Varicella testing. The System shall be able to run individual samples without the need for batching. The system must use unprepared samples with little or no preparation time (measured in minutes). Vendor must provide reagents that can be stored at room temperature. The system shall be able to conduct the test and give results rapidly (measured in hours, including preparatory time) and shall have the ability to start and run multiple assay protocols simultaneously without stopping current runs. The intended procurement will be classified under North American Industry Classification System (NAICS) 334516 with a Small Business Size Standard of 1,000 employees. NAICS 334516 is NOT on the SBA Class Waiver List under FSC 6550 nor will SBA issue a Non Manufacturer Waiver for this requirement. This notice of intent is not a request for competitive proposals and no solicitation document exists for this requirement. Parties interested in responding to this notice shall submit technical data, including cost, sufficient to determine capability in providing the same product. The capabilities statement must provide clear and unambiguous evidence to substantiate the capability of the party to provide the required supplies and/or services. All capability statements received by closing of this notification will be considered. When responding to this announcement, respondents should refer to Announcement 36C24218Q0192 - Notice of Intent. A determination not to compete based on responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The Government anticipates the award of a firm-fixed- price contract. Based on the above information, the only company able to sell the required platform is Biomerieux, Inc.
