Description
Notice of Intent - The USDA, ARS, WBSC intends to award a sole source procurement to Analytical Spectral Devices, Inc. 1625 S. Fordham Street, Ste 300 Longmont, CO 80503, as they are the sole source for this type of Spectrometer pursuant to the authority of 41 U.S.C. 253(c)(1) and FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy agency Requirements. The award will be for a LabSpec 4 Standard-Res i Spectrometer. Specific Requirements: The spectrometer must have the following specifications: wavelength range of 350-2500 nm, 10 nm resolution, 512 element silicon array, graded index InGaAs photodiode sensors, 12 lbs or less for portability, capable of being powered by a portable battery, compatible with Indico Pro, RS3, and GRAMS spectroscopy software, internal lamp source, and capable of accepting standard SMA connects for bifurcated probes that can illuminate and capture reflectance from a 3mm spot size. ASDI is also providing a discount for a trade-in of an older spectrometer. ASDI is the only known company that makes a spectrometer that meets these specifications. In addition, the existing NIR calibrations are only compatible with ASDI proprietary software. All cooperators use this specific spectrometer, so it is imperative to use the same equipment so that testing results would match and be easily shared with cooperator. The equipment is being purchased for the USDA-ARS-PA-Center for Grain & Animal Health Research in Manhattan, KS. The Government intends to award a firm fixed price Purchase Order on or about April 3, 2018 using Simplified Acquisition Procedures. This Notice of Intent is not considered a Request for Quotation (RFQ) nor is it a Request for Proposals (RFP). No solicitation document is available and telephone requests will not be honored. Interested persons may identify their interest and capability to respond to this requirement. A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government. The Government will consider all responses received by 2:00PM central time, April 2, 2018. Information received will be considered solely for determining whether to conduct a competitive procurement.
