- NOTICE OF INTENT TO AWARD A SOLE SOURCE Date: Monday, 26 Mar 2018 Contracting Office Zip Code: 21702-9232 Classification Code: 541511 "Custom Computer Programming Services" Contracting Office Address: US Army Medical Research Acquisition Activity (USAMRAA) 1504 Porter Street Fort Detrick, MD 21702-5014 The United States Army Medical Research Acquisition Activity (USAMRAA) intends to negotiate on a sole source basis IAW FAR 6.302-1(a) with the Louisiana State University, Pennington Biomedical Research Center (PBRC) to transition and continue management of an existing web-based program, originally developed by PBRC, as well as develop a IOS application for soldier use. Burns at julia.l.burns3.civ@mail.mil Anticipated Contract Award Date: 01 May 2018 Contractor: Louisiana State University, Pennington Biomedical Research Center (PBRC) Description: This requirement is a follow-on to a previously awarded Assistance Agreement, W81XWH-09-1-0616, awarded to the Louisiana State University, Pennington Biomedical Research Center (PBRC), on 01 October 2009, under NAICS code 541712. Pennington Biomedical Research Center (PBRC) developed the Army's Healthy Eating Activity Lifestyle Training Headquarters (H.E.A.L.T.H.) web-based program created and has tested the prototype over the last decade in a variety of Army populations, most recently as part of W81XWH-09-1- 0616 (Weight Measurements and Standards for Soldiers, Phase 2). This requirement continues the development of the H.E.A.L.T.H. web-based program and includes creation of the H.E.A.L.T.H. IOS application for smartphone use. Development has begun on the IOS application, however, the IOS application is currently reliant on the website databases, which require further development of streamlining registration, improvements to security and data storage/database upgrades, minimizing manual data cleaning, increasing social reach, optimization of the meal tool, optimization of the fitness tool, and other business processes. PBRC past experience and expertise in creation and testing of the H.E.A.L.T.H. program, to include the development of complex infrastructure, algorithms, and extensive food and activity databases will facilitate further development of the H.E.A.L.T.H. web-based program and IOS H.E.A.L.T.H. application. The work for this requirement will be performed at the Contractor's site. This notice of intent is for information purposes only. All sources eligible to provide This service must respond in writing. Responses must be supported with clear and convincing evidence to clearly articulate the ability to provide these exact services outlined above. A request for documentation will not be considered as an affirmative response by a vendor. If no responses are received by the close date of this publication notice to the effect that comparable services are available from other source AND that it is more advantageous to the Government to use another source compared to obtaining these services through a sole-source contract, then a sole source acquisition award will be made to Louisiana State University, Pennington Biomedical Research Center (PBRC).
