Description
This is a sources sought synopsis for acquisition planning purposes and no formal solicitation exists at this time. The Bureau of Reclamation, Lower Colorado Region, has a requirement for the installation of a wire-post-and-cable barrier system approximately 1,200 linear feet on the down slope side of each switchback to prevent trail cutting, reduce further degradation of the landscape, and improve accessibility and public safety. The site plan for the project (Drawing No. 45-300-T167) and photos of the project site can be made available through a request to the Point of Contact listed below. The work includes installation of high tension post-and-cable railing system for eight ramps, in sections of variable length not greater than fifty feet (50); installation of fence handrail posts outside of the concrete curb; excavation of end and brace post holes and placement of concrete at end and brace posts; fabrication of end and brace posts, intermediate posts, top rails, and handrails; installation of end and brace posts, intermediate posts, top rail, and handrails. All components shall be fabricated using 316 stainless steel and handrail shall meet all applicable ABAAS guidelines. The period of performance will be no greater than 35 calendar days. The project site is located within the Lake Mead National Recreation Area approximately 30 miles Southeast of Las Vegas. Access to the site is by US Highway 93 (North from Kingman, Arizona; South from Las Vegas) to Nevada Exit 2. All qualified concerns that may be interested in performing the proposed project are encouraged to submit capability statements for consideration. Based upon response to this announcement and capability statements, the Government may determine to set this acquisition aside, proceed with an unrestricted solicitation or decide on an alternate procurement strategy. The applicable North American Industry Classification (NAIC) code for this requirement is 238990, with a small business size standard of $15Mil. Alternative NAICs codes may be considered. Include the following information with the capability statement: Narrative discussing firms ability to complete this type of work, including: Anticipated crew staffing and size, Anticipated duration of crew work weeks, Anticipated need of crew(s) to perform work shifts of extended duration to meet the timeline, Anticipated need of crew(s) to perform night work, and Ability to maintain public access to the facility between work shifts and/or during Saturdays and Sundays. Estimated timeframe for completion of a project of this size, and complexity, Feasibility of the Memorial Bridge Plaza remaining open during the duration of construction, or Saturday/Sunday access only, Previous completed projects performed of similar nature, Business name, address, point of contact, DUNS number, phone number and email address; and Business size & type: 8(a), HubZone, Service Disabled Veteran, Woman Owned Small Business, Small Business or Large Business, etc. Capability statements are to be submitted no later than April 11th, 2018, 3:00 PM PST. Capability statements shall not exceed six pages in length. This information will be used to assist the Contracting Officer in terms of developing the appropriate procurement strategy for this acquisition and for purposes of market research. All businesses, regardless of size, capable of providing these items are invited to respond. Any information provided by industry to the Government as a result of this sources sought is voluntary. This notice is designed to locate responsible sources that have an interest, and have the ability to perform the services described herein.
