Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation and a separate written solicitation will not be issued. This solicitation number is NICHD-18-032 and is issued as a Request for Quotation (RFQ). The solicitation/contract will include all applicable provisions and clauses in effect through Federal Acquisition Circular 2005-97. The North American Industry Classification (NAICS) Code is 541990 and the business size standard is $15m. However, this solicitation is not set aside for small business. This acquisition is being conducted using Simplified Acquisition Procedures in accordance with FAR Part 13. Eunice Kennedy Shriver National Institute of Child Health and Human Development (NICHD) intend to procure on a sole source basis with Navastra, Inc.- 1260 21st Street N.W, Washington, DC 20036 to provide Custom Service for reprogramming of rhesus macaque fibroblast cells into induced pluripotent stem cells and gene editing for various sites of interest. Navastra will provide the following Custom Services and Deliverables: 1. Non-integrating reprogramming of a Non-Human Primate (NHP), Rhesus macaque, fibroblast line into induced Pluripotent Stem Cells (iPSC): 1A. Deliver 12 vials each of 3 clonal NHP iPSC lines (36 vials total) 1B. Deliver final report on characterization of NHP iPSC lines to include: post-thaw viability, adventitial testing, marker expression, karyotype testing 1C. Provide remote and on-site support of staff at National Institutes of Alcohol Abuse and Alcoholism. (NIAAA) to grow NHP iPSCs 2. Gene editing of NHP iPSCs to introduce a single base pair substitution in a gene of interest identified by NIAAA: 2A. Design and validate gene editing tool construction and delivery 2B. Identify correctly targeted gene-edited clonal NHP iPSC lines with three genotypes of interest 2C. Deliver 12 vials each of 3 gene-edited NHP iPSC lines (36 vials total) 3. Differentiation of NHP iPSCs into NHP Neural Stem Cells (NSCs) and demonstrate ability to form defined neuronal populations of interest: 3A. Convert 3 lines of gene-edited NHP iPSC line into NHP NSCs and deliver 12 vials each of 3 gene-edited NHP NSC lines (36 vials total) 3B. Deliver final report on characterization of NHP NSCs including: post-thaw viability, adventitial testing, marker expression in an undifferentiated state, and differentiation ability into neurons of interest 3C. Provide protocols, remote and onsite support of NIAAA staff for the growth of NHP NSCs and differentiation into neurons of interest 3D. Provide remote and onsite technical support of staff at NIAAA to successfully grow and differentiate NHP NSCs into neurons of interest. Navastra possesses the demonstrated technical expertise to provide all 3 deliverables of the project in a single integrated contract. Currently, there is no other known commercial group that offers combined reprogramming, gene-editing and neural differentiation of Non-Human Primate cells. In prior collaborative pilot studies with scientists at the NIAAA, the principal scientists at Navastra have successfully generated control Rhesus macaque iPSC lines, performed gene editing and differentiation into neurons of interest. In addition, Navastra is a company focused on generating the neurons of specific interest (dopamine, serotonin and motor neurons) for subsequent assays to be performed at NIAAA. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of the 41 U.S.C. 253(c) (1), FAR 6.302. Only one responsible source and no other supplies or services will satisfy agency requirements. The offeror must include a completed copy of the provision of FAR Clause 52.212-3, Offeror Representations and Certifications - Commercial Items with its offer. The provisions of FAR Clause 52.212-1 Instructions to Offerors - Commercial Items; FAR Clause 52.212-2, Evaluation - Commercial Items; FAR Clause 52.212-4, Contract Terms and Conditions - Commercial Items; and FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items - Deviation for Simplified Acquisitions applies to this acquisition. The offeror must include their Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size. Responses to this solicitation must include sufficient information to establish the interested parties' bona-fide capabilities of providing all services and or products specified in this synopsis should submit a copy of their quotation to the below address or via email to robinsti@mail.nih.gov. Offers must also be accompanied by descriptive literature, delivery timeframe, warranties and/or other information that demonstrates that the offer meets all the foregoing requirements. Quotations will be due fifteen calendar days from the publication date of this synopsis or by April 10, 2018 by 9 am, EST. via email or postal mail. The quotation must reference "Solicitation number" NICHD-18-032.
