Description
Prototype Inflatable Fabric Detector Vessel NASA/NSSC has a requirement to fabricate a prototype inflatable fabric detector pressure vessel. The inflatable detector is to demonstrate exceptional reduction in system mass and encumbrance. The inflatable pressure vessel shall also demonstrate innovative adaptations to its functionality as collector housing, in particular, the ability to be opened to insert the detector elements and to be subsequent resealed. The detector pressure vessel will incorporate properties required by the GRP or POEMMA applications. In this context, the inflatable shall be designed and fabricated to the specifications described. Certain variables pursuant to operational parameters are still to be characterised and will be remedied further to collaborative effort between TRLA and the customer. Both polar extremities incorporate rigid, aluminum bulkhead plates of the type shown in Figure 1. 3 Materials (a) Primary Pressure Restraint - meridional tendon array Vectran® liquid crystal polymer fiber 4 Materials (b) Secondary Pressure Restraint - woven fabric shell Kevlar LT® (tentative) 5 Materials (c) Gas Barrier Thermoplastic aliphatic urethane with Nylon® reinforcement 6 Diameter 1.00 meter (internal surface of pressure restraint shell) 7 Length Overall (LOA) Approximately 1.5 meters 8 Maximum Expected Operating Pressure (MEOP) 1.5 atm gauge. Vented to maintain maximum 1.5 atm gauge throughout balloon ascent 9 Proof Pressure 2.0 atm gauge PARAMETER DESCRIPTION & SPECIFICATION 10 Minimum Burst Pressure 3.75 atm gauge 11 Minimum Pressure FOS 2.5 over MEOP 12 Inflatable Structure Maximum Mass Not specified. 13 Internal Access 1. Detachable pressure restraint end cap at junction of end cap and constant section. (see Figure 2) 2. Approximate 340-degree single gastight closure zipper at detachable end cap interface 14 Interfaces (I/F (a) Internal - Fixture and Attachment Internal fittings incorporated to support field cage and drift electrodes (GRP) or Schmidt lens structure (POEMMA). I/F details required. Best-effort demonstration of rigidity and repeatable parallel alignment of end cap-constant section I/F (collector) planes to <  2mm. 15 I/F (b) External - Fixture and Attachment TBD / details required. Aluminum polar bulkhead plates of the type shown in Figure 1 will incorporate inflation and instrumentation ports, as well as threaded features to facilitate structural external fixturing. 16 No-intervention pressurized duration The prototype vessel shall be subjected to leak testing, and the pressure decay shall be measured and delivered as part of the final report. 17 Operational Environment • High Altitude, balloon-borne • Temperature • TBD / details required The estimated period of performance or lead-time for delivery is September, 2018. NASA/NSSC intends to issue a sole source contract to Thin Red Line Aerospace, 208-6333 Unsworth RD Chilliwack BC V2R 5M3, Canada under the authority of FAR 13.106-1(b)(1)(i). It has been determined that Thin Red Line Aerospace has the demonstrated the capability to fabricate large, inflatable space structures. TRLA has worked closely with GSFC to develop inflatable detectors for astrophysics missions. NASA/NSSC will be the procuring center for this effort. Performance will be located at NASA/Goddard Space Flight Center (GSFC) The Government intends to acquire commercial items and services using the provisions, clauses and procedures prescribed in FAR Part 12 and FAR Part 13. The NAICS Code for this procurement is 541712. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 12:00 p.m. Eastern Standard Time on April 10, 2018. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. NASA Clause 1852.215-84, Ombudsman, is applicable.
