Description
REQUEST FOR INFORMATION FOR AVAILIBILITY OF PRATT AND WHITNEY UC-35D SPARE ENGINES (MODEL: PWC535A) Solicitation Number: N00019-18-RFI-PMA-207-0001 Agency: Department of the Navy Office: Naval Air Systems Command, (NAVAIR), Tactical Airlift (PMA207) Location: NAS Patuxent River, Bldg 419 Market Research and Request for Information (RFI) for the Availability of Pratt and Whitney UC-35D Replacement Engines (Model: PWC535A) FAR Part 10 requires the Government to conduct market research before developing new solicitation requirements for an acquisition. Results of market research are used to determine whether qualified sources exist and to obtain industry comments and information on future procurements. One of the ways the Government conducts market research is to issue a Request for Information. An RFI provides a broad statement of need, briefly describes the Government's intentions regarding program/acquisition approach, and identifies key events in the acquisition program schedule. In addition, the announcement requests industry comments on how the Government can satisfy its needs, alternative approaches, technology availability and risk, the identification of cost drivers, and suggestions on ways to enhance or sustain competition. Description: The Program Office (PMA207) issues this RFI to help determine the capability of companies in meeting the Government's need for the acquisition of a UC-35D Pratt and Whitney Model PWC535A new or overhauled zero-time engine, or an engine with minimal time since overhaul. This RFI is for planning purposes only and shall not be construed as an invitation for bid, request for quotation, request for proposal, or as an obligation on the part of the Government to acquire any products or services. Your response to this RFI will be treated as information only and part of market research and will not be shared outside of the Government. No entitlement to payment of direct or indirect costs or charges by the Government will arise as a result of contractor responses to this announcement. This request does not constitute a solicitation for proposals or the authority to enter into negotiations to award a contract. When/if the Government issues an RFP, interested contractors will be expected to thoroughly address the requirements thereof regardless of the circumstances surrounding this RFI. Constraints and Limitations: The respondent must identify their ability to acquire a new or overhauled zero-time or minimal time since last overhaul PWC535A engine; no other engines or qualities will be considered. Requested Information: Respondent is requested to provide information on the following: a) Company's ability to acquire the UC-35D Pratt and Whitney Model PWC535A engine in a new or overhauled zero-time or minimal time since last overhaul state and the cost of said acquisition. b) Company's ability and cost to ship this engine to the Government. Response Format: Interested firms who believe they are capable of providing the above mentioned services are invited to indicate their interest by providing: (a) company name, company address, overnight delivery address (if different from mailing address), cage code, point of contact, e-mail address, telephone number, fax number; and (b) business size (i.e. large, small disadvantaged, veteran owned, woman owned, etc). Responses to this RFI may also include, but are not limited to: (a) A brief description of your company including ownership, year firm established, its size, major products, primary customer focus; (b) Customer contacts, including Contracting Officer's and Technical points of contact names and telephone numbers in order for NAVAIR to validate your statements; and (c) Any other technical information respondents deem necessary to aid the Government in making an informed assessment. Interested parties are requested to respond with the requested information in this RFI with a white paper in Microsoft Word for Office 2010-compatible format. RFI responses are limited to 10 pages, including cover and administrative pages, and shall be delivered using 10 font or larger. Response Deadline and Submissions: Responses are requested no later than 11 April 2018 at 4:30 PM EST. Responses shall be submitted via e-mail only to Megan Spence ( megan.e.spence1@navy.mil ) and Ronald Hickman ( ronald.a.hickman@navy.mil ) Proprietary information, if any, must be clearly marked. To aid the Government in its review and evaluation, please segregate proprietary information. Please be advised that all submissions become Government property and will not be returned. It should be noted that telephone replies will not be accepted. Inquiries on RFI Content: The Navy will accept questions from industry regarding content of this RFI. E-mail questions should be sent to the aforementioned Government POC's. In order to ensure adequate response time, the desired deadline for Navy receipt of questions on RFI content is 4 April 2018 4:30 PM EST.
