- This is a Notice of Proposed Contract Action under the FAR Part 12 Acquisition of Commercial Items and FAR Part 13 Simplified Acquisition Procedures. This notice is for information only; a solicitation will not be issued. THIS IS NOT A REQUEST FOR QUOTATION. No contract will be awarded on the basis of offers received in response to this notice. The associated North American Industry Classification System (NAICS) code is 811213 with a small business size standard of $11,000,000 in average annual revenue. The Government intends to negotiate a sole source contract for the of a call recording system with: Spok 6850 Versar Center, Ste 420 Springfield, VA 22151 tel 952-230-5200 This requirement is for supply and installation of a HigherGround Calibre Call Recording Platform unique to spok's development and proprietary design, including equipment, software, installation, configuration, and three (3) years of maintenance and support. Calibre is a voice communications call recording system intended to be used by AFRL security forces. Spok, solution service provider and integrator, adopted original equipment manufacturer HigherGround's Calibre Call Recording Platform product, developed a Spok-proprietary call recording solution, and presented the solution to the Joint Interoperability Test Command (JITC) for security testing and certification for use on Department of Defense (DoD) networks. The critical feature that distinguishes Spok's solution from its competitors is its successful application for security testing and certification by JITC and listing to the DoD Unified Capabilities Approved Product List (APL). Spok offers the only call recording solution that has received the Interoperability certification from the JITC Information Assurance test team at Fort Huachuca, AZ. Market research to date has determined that no other source can meet the requirements, most notably JITC certification and APL listing. This is a notice of proposed contract action and not a request for competitive proposals; however, all responsible sources may submit a capability statement or proposal, which shall be considered by the agency. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government in future procurements. Responses received will be evaluated; however a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. The Government anticipates an award date on or before 30 APR 2018. A Sole Source Justification will be attached to the subsequent Notice of Award in accordance with applicable regulations.
