- RFI-391-18-3PSM This Request for Information (RFI) is a preliminary call for expressions of interest to provide services for the activity titled, "Pakistan Policy and Performance Support Mechanism (3PSM)". USAID solicits information and potential interest from organizations in the public and private sector (both for-profit and not-for-profit), including international and Pakistan-based corporate entities to: build capacity within Government of Pakistan (GoP) institutions at the federal, provincial, and local level and other relevant stakeholder organizations; provide advisory services to help structure public-private partnerships; and support collaboration between the GoP and the private sector in order to develop, implement, and reform policies supporting USAID's civilian assistance program in Pakistan. In addition, USAID seeks input, opinions, and recommendations for proposed approaches to implement this activity based on current industry practices. The place of performance for this activity is Islamabad, Pakistan, with project sites spread all over Pakistan. USAID/Pakistan intends to issue one Indefinite Delivery Indefinite Quantity (IDIQ) contract which will include up to five awardees for the provision of these services. The Pakistan Policy Performance and Support Mechanism (3PSM) will also aim to set aside a small number of awards for U.S. small businesses and possibly include a grants under contract component to support adaptive management and USAID/Pakistan's co-creation and private sector engagement goals. USAID encourages organizations to propose teaming arrangements and joint venture partners for implementing this activity. The period of performance under this award will be five years with an estimated award ceiling range between $80-90 million. Task Orders issued under this IDIQ contract will be competed exclusively among selected awardees. Please see the attached RFI package for more details.
