Description
The United States Department of Agriculture (USDA) Animal Plant Health Inspection Service (APHIS) Wildlife Services (WS) located in Rhinelander, WI intends to award a sole source (brand name) 5 year Blanket Purchase Agreement (BPA) to Trap Smart for activation, maintenance and service on 25 trap monitors. This procurement is being conducted in accordance with Federal Acquisition Regulation (FAR) 6.302-1. The statutory authority is 41 U.S.C. 253(c)(1). The property or services needed are available from only one responsible qualified source at this time and no other type of property or services will satisfy these needs of the executive agency. Trap monitors are a tool that can potentially increase the efficiency of wildlife trap checks. The devices, which can be used with any type of trap, consist of small radio transmitters that emit unique pulse rates or send satellite messages when an animal is captured. This allows for the remote monitoring of wildlife traps and helps to reduce fuel costs and time spent checking empty traps. We have been purchasing these units since 2014 and we own approximately 35 units. The unique qualifications are: it has satellite option available which will work in any location and one unit can monitor activities of multiple traps within 1300-ft radius, it also sends a trap status notifications through orbiting satellites because the remote location of the traps prohibits other forms of signal transmissions (e.g. cellular telephone transmission). The activation method used is a spring trap which pulls the clip from the monitor. Trap Smart is the only vendor that can program the monitors and provide the satellite link and is the only manufacture that produces a trap monitoring system (Trap Smart World Wide) which transmits a trap status report / notifications through low orbiting satellites by the way of a GPS transmitter. Trap monitors are used to notify Rhinelander District bear trapping staff when an animal is caught in a culvert trap. Culvert traps are used for trapping black bears. This is possible by using small radio transmitters that emit unique pulse rates or send satellite messages when an animal is captured. This allows for the remote monitoring of wildlife traps and helps to reduce fuel costs and time spent checking empty traps. The majority of the monitors will be used during the agriculture bear trapping season. During this time, terrain is often muddy and very hard to access. This Notice of Intent is not a request for competitive proposals. No solicitation documents are available and telephone requests will not be honored. However, if a firm believes it can meet the requirements it must furnish information about its products, pricing and specifications, as well as three (3) references for other customers who are using these products to the Contracting Specialist by 4:00 pm MST on or before the closing date of this notice. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with the above requirement. The North American Industry Classification System (NAICS) code for this acquisition is 339999, and the Small Business size standard is 500 employees. Responses received after the response date or without the required information will be deemed nonresponsive to the synopsis and will not be considered.
