Description
J&A memo NOTICE OF INTENT TO SOLE SOURCE: The Centers for Disease Control and Prevention (CDC), National Center for Injury Prevention and Control (NCIPC), Office of Noncommunicable Diseases, Injury and Environmental Health (ONDIEH), within the United States Department of Health and Human Services, intends to award a sole source fixed price contract to MDRC, New York, NY 10016 for the purpose of using child and family personal identifiers data from MDRC's New Hope RCT to obtain and electronically search Wisconsin's child welfare administrative records for New Hope participants' encounters from 1994-2012. The period of performance for this procurement is twelve months. The statutory authority for this sole source acquisition is 10 U.S.C.2304(c)(1) in accordance with FAR Subpart 6.302-1, only one responsible source and no other supplies or services will satisfy the agency requirement. The NAICS code for this procurement is 541720, Research and Development in the Social Sciences and Humanities, with a size standard of $20.5M. The purpose of this acquisition is to use the child and family personal identifiers data from the New Hope RCT to electronically search Wisconsin's child welfare administrative records for 1994-2012 and match to any New Hope RCT participants' encounters with Wisconsin's child welfare system. MDRC will obtain data from child welfare related to date of each child/family encounter with child welfare including: type of encounter and response to encounter, and add their data from the RCT related to parental and child demographics. The New Hope Randomized Controlled Trial (RCT) participants' data owned by MDRC, provides MDRC with sole and exclusive proprietary access to these participants' records and their contact information. This information is protected by Health Insurance Portability and Accountability Act (HIPAA), and not commercially available in the marketplace, so only MDRC has access to its specific database. MDRC is the sole source to access the New Hope RCT family/children cohort and no other entity can provide this service to meet the agency's requirement. CDC intends to negotiate this requirement with MDRC under the authority of FAR Subpart 6.302-1, only one responsible source and no other supplies or services will satisfy the agency requirement, and 10 U.S.C.2304(c)(1). MDRC is the only source available to provide these services and meet the Agency's critical requirement. This notice of intent is not a request for competitive proposals or quotations. A determination to compete this procurement based on responses to this notice is solely within the discretion of the Government. Interested parties who believe they possess the capabilities to satisfy this requirement should submit a capability statement demonstrating their abilities to meet this requirement as described above. All responses should be received by April 13, 2018, at 4 PM, Eastern Standard Time (EST). All responses must be in writing and can be sent via email to bbv9@cdc.gov with the reference number 2018-BBV-0007 in the subject line. No telephone calls will be accepted.
