Description: TIERED EVALUATIONS DESCRIPTION This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) subpart 12.6, Streamlined Procedures for Evaluation and Solicitation for Commercial Items, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested, and a written solicitation document will not be issued. This is a Request for Quote (RFQ). The government anticipates awarded a firm-fixed price contract resulting from this solicitation. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-95. The North American Industrial Classification System (NAICS) code for this procurement is 811310 with a small business size standard of $7.5M. This solicitation will be posted using Tiered Evaluation (Cascading) in accordance with the VA Rule of Two in accordance VA Procurement Policy Memorandum (PPM) 2018-04. TIERED EVALUATIONS INCLUDING SMALL BUSINESS CONCERNS The Network Contracting Office (NCO) 8-SAO East is soliciting offers using Tiered Evaluations (Cascading) procedures from Service Disabled Veteran Owned Small Businesses (SDVOSBs), Veteran Owned Small Businesses (VOSBs), and Small Businesses (SBs) to provide all management, supervision, labor, materials, supplies, tools and equipment, necessary to complete the replacement of the compressed air system compressors at the Lee County Veteran Affairs (Cape Coral) Healthcare Center, 2489 Diplomat Parkway East, Cape Coral, Florida 33909. Respondents to this solicitation must fully demonstrate their capability by supplying detailed quote information along with any other documents necessary to support the requirements below. This solicitation is being issued as a tiered evaluation for SDVOSB concerns, or in the alternative, a tiered evaluation for VOSB concerns, or in the alternative, a set-aside for other small business concerns with HUBZone small business concerns and 8(a) participants having priority. If award cannot be made, the solicitation will be cancelled and the requirement resolicited. All offerors must be registered in System for Award Management (SAM) at http://www.sam.gov to be considered for an award of a federal contract registered in the record must be complete and not missing elements such as representations and certifications. Also, if you are a Service Disabled Veteran Owned Business (SDVOSB) or Veteran Owned Business (VOSB) please be sure to be registered in VIP (Vendor Information Pages) at https://www.vip.vetbiz.gov/. SITE VISIT A site visit is scheduled for Wednesday, March 28, 2018 starting promptly at 10:00 AM at the Lee County Veteran Affairs (Cape Coral) Healthcare Center located at 2489 Diplomat Parkway East, Cape Coral, Florida 33909. It is highly encouraged that all interested parties attend the site visit. Interested vendors shall meet inside of the front entrance in the front lobby near the reception desk. Interested vendors planning to attend the site visit shall send an email to kevin.pendleton@va.gov with RSVP - LEE COUNTY AIR COMPRESSOR in the subject line with a short message in the body of the email indicating that you plan to attend the site visit. Absolutely no questions shall be asked, answered, or addressed during the site visit. All questions regarding this RFQ shall be emailed to Kevin Pendleton, Contracting Officer at kevin.pendleton@va.gov and submitted no later than 12:00 PM (noon) EST on March 29, 2018. Contractors interested in successfully completing this requirement shall submit their quotes via email to kevin.pendleton@va.gov. All quotes are due by 10:00 A.M. Eastern Standard Time (EST) on April 2, 2018. Quotes received after this date and time will be considered late in accordance with 52.212-1(f) and will not be evaluated.
