- This notice is to notify industry that on March 22, 2018 a sole source requirement was awarded to Soft Tech Consulting Inc. located in Chantilly, VA. This requirement includes operation and maintenance support of the CBP Employee Mobility Assistance Platform (eMAP). The eMAP tool is a product of Soft Tech Consulting Inc. This is a proprietary system of Soft Tech Consulting Inc., and the awarded contract consist of maintenance and software updates to the eMAP system. The approximate awarded amount for a base and 1 option year is $593,000.00. This sole source contract action was awarded under the authority of FAR 16.505(b)(2)(ii). A determination by the government not to compete this requirement in the future may be based upon responses to this notice, and shall be solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement in the future. Any company who believes they can provide the required service, and can show why this is not proprietary should e-mail their company's capability information along with pricing to the attention of David Banks no later than 3:00p.m. EST, April 29, 2018 at david.m.banks@dhs.gov. Only e-mail responses will be accepted. The full sole source justification is available upon request. The following information of the eMAP system is provided: The eMAP system is an IT platform utilized to manage all non-promotion mobility opportunities for CBP Border Patrol Officers and Agriculture Specialist. eMAP was developed to support the National Reassignment Opportunity Bulletin (NROB). This is a system used for the voluntary reassignment process for Customs and Border Protection Officers and Agriculture Specialists. The eMAP is now the information technology (IT) platform to manage all non-promotion mobility opportunities for these employees. These opportunities include the NROB, a Notice of Intent (NOI) as a Preclearance or other overseas employee, employee position exchanges (otherwise known as Swaps) and lateral reassignments. The eMAP system is proprietary, and at this time due to limited budgeting the government's intention is to maintain the existing system, and not procure an entirely new system.
