Description
This is a synopsis for non-commercial items posted in accordance with FAR Part 15. Incorporated provisions and clauses will be those in effect through the most current Federal Acquisition Circular at time of solicitation release. The Naval Undersea Warfare Center Division, Newport (NUWCDIVNPT) intends to award a three (3) year Firm Fixed Price (FFP) contract to John Crane, Inc., Morton Grove, IL, on a sole source basis for the manufacture, inspection, assembly, and delivery of Mechanical Seal Assemblies in accordance with Distribution "D" drawings: 8503398, 8503399, 8503400, 8503401, 8503402, 8503403, 8503404, 8503405, 8503406, 8503407, 8503408 and 8503409, attached hereto. John Crane, Inc. is the only NAVSEA-approved vendor qualified to manufacture and assemble the Mechanical Seal Assemblies and also owns proprietary material not available to other offerors. NUWCDIVNPT requires fabrication and repair of Air Turbine Pump (ATP) Bearing Cartridge (BC) components that are critical internal subassemblies to the ATP and contain mechanical seal components. The material covered in this contract will be used in a crucial shipboard system. The use of incorrect or defective material will create a high probability of failure resulting in serious personnel injury, loss of life, loss of vital shipboard systems, or loss of the ship itself. Therefore, the material has been designated as Special Emphasis SUBSAFE / Level I material and special control procedures are invoked to ensure receipt of correct material. Under this effort, John Crane, Inc. shall provide the necessary material and documentation to manufacture and inspect new Mechanical Seal Assemblies. The hardware shall be manufactured in strict accordance with the Statement of Work (SOW) as well as referenced drawings and documents (note that the drawings are provided with this notice and all other information will be released with the solicitation). The proposed sole source FFP contract action is under the authority of 10 U.S.C. 2304 (c)(1) and FAR 6.302-1, Only One Responsible Source. As such, this procurement will be solicited as unrestricted, with the intent to sole source, under North American Industrial Classification System (NAICS) Code 339991 as concurred with by the NUWCDIVNPT Office of Small Business Programs (OSBP) and Small Business Administration (SBA). The small business size standard is 500 employees. Offerors must be registered in System for Award Management (SAM) (https://www.sam.gov/portal/public/SAM/) to be eligible for award. Instructions for registration are available at the website. The anticipated release date of solicitation N66604-18-R-0133 is on, or about, 15 April 2018. The closing date for receipt of proposals will be established in the solicitation. This notice of intent is not a request for competitive proposals. The solicitation and any subsequent amendments will be posted to the FEDBIZOPPS.gov website. Prospective offerors are responsible for downloading their own copy of the solicitation from this website and for monitoring the site for any amendments.
