Description
THIS IS A SOURCES SOUGHT NOTICE. This is not a request for proposals. A solicitation will not be issued at this time. The Department of Veterans Affairs, New Mexico VA Health Care System (NMVAHCS) has a requirement for 2 EA, Brand Name or Equal osmometers. The intent of the procurement is to award a firm-fixed price contract. The below specifications define the minimum salient characteristics of the products to be delivered. 1, Required Items Brand Name or Equal: Item Description Qty U/I 0001 Osmo1, single sample freezing point osmometer, Brand Name or Equal Advanced Instruments Inc. Comes with start-up supplies and user guide. 2 EA 2, Contracting Officer s Representative (COR). Background. The New Mexico VA Health Care System (NMVAHCS) Pathology and Laboratory Medicine Service (P&LMS) Chemistry Department requires 2 freezing point osmometers for patient testing on serum and urine. 4. Scope. The Chemistry Department performs osmolality testing on both serum and urine specimens. Testing must be performed rapidly and in the laboratory department. The department currently has two Advanced Instruments Inc osmometers- model 3320. These old models are >10 years old and no longer supported by the company. P&LMS needs to replace this as quickly as possible to ensure testing can continue uninterrupted. 5. Specific Tasks. provide two (2) EA, specific, high quality Brand Name or Equivalent to the following osmometer: Advanced Instruments, Inc Osmo1 Single-Sample Micro-Osmometer, comes with start-up supplies and user guide. Specific criteria the osmometer must meet: Factory calibrated and ready to perform testing One-step direct sampling 90 second test time On screen messages providing clear indication of instrument status Minimal sample- 20 uL Operating range up to 2,000 mOsm/kg H20 Availability of connecting to lab information system (LIS) On board printer Integrated bard code scanner for sample identification Touchscreen menu Built-in quality control to track QC data over time with ability to set custom QC ranges Storage capable of holding 1,000 test records Password protected user accounts Supervisor login 5.1 Task 1 - Enterprise Management Controls. 5.1.1 Subtask 1 - Integration Management Control. Use/lab maintenance of the osmometers are described in detail in the chemistry procedure manuals. Deliverables: N/A 6. Performance Monitoring Lab staff will contact biomedical engineering if there are any questions about the performance of the osmometers. 7. Security Requirements: The C&A requirements do not apply. A Security Accreditation Package is not required. 8. Government-Furnished Equipment (GFE)/Government-Furnished Information (GFI). N/A 9. Other Pertinent Information or Special Considerations. N/A a. Identification of Possible Follow-on Work. None b. Identification of Potential Conflicts of Interest (COI). N/A c. Identification of Non-Disclosure Requirements. None d. Packaging, Packing and Shipping Instructions. None, the warehouse can unpack the osmometer. e. Inspection and Acceptance Criteria. The osmometers should come with a warranty and will be inspected by Bio-med prior to use. 10. Risk Control. Staff is familiar with use of osmometers, which is part of annual safety training for all staff working in the laboratory. 11. Place of Shipment. NMVAHCS, Pathology and Laboratory Medicine Service, Chemistry Department, Bldg. 41, Room BA115. 12. Period of Performance. 30 DARO- one time equipment purchase. End Statement of Work The applicable NAICS code is 334516, Analytical Laboratory Instrument Mfg. Small Business manufacturers for this NAICS code have a size standard of: 1,000 employees.   The delivery term is to be 30 calendar days after receipt of order. No options are included. It is anticipated that a Request for Quotes may be issued on or about April 9, 2018. Award of a firm fixed price contract is contemplated by April 28, 2018. This notice is published to conduct market research to determine if there is a sufficient number of certified Service Disabled Veteran Owned Small Businesses (SDVOSB), Veteran Owned Small Businesses (VOSB), capable of performing the requirements to warrant a socio-economic set-aside, or full & open competition. It is strongly recommended that interested parties register in the US Department of Veterans Affairs Vet Biz database, and the Small Business Administration (SBA) database. Registration may be accomplished at http://www.vip.vetbiz.gov/ and www.sba.gov/, respectively. Interested parties responding to this sources sought announcement shall submit the following information at a minimum: 1, company name and address, point of contact with phone number, and DUNS number 2, business size 3, if you are a manufacturer or distributor. all respondents must be manufacturers or authorized distributors. No refurbished or gray market items will be accepted. If a distributor, provide a statement from the manufacturer that your company is an authorized distributor. 4, if the items are available on a FSS schedule please include the FSS schedule number. 5, intentions of subcontracting to include set-asides. 6, proof of registration in the VA Vet Biz and SBA websites as applicable or intention of registration prior to submission of offers to a solicitation 7, any other pertinent company documentation. The response date to this Sources Sought Announcement notice is: April 5, 2018 at 6:00 pm EST. This market research is for informational and planning purposes only to determine if a socio-economic set-aside, or full & open competition, or sole-source procurement is appropriate.
