Non-Competitive (Single-sole Source (Including brand-name) Determination: This notice of proposed acquisition is posted as an intent to award a purchase order on a non-competitive basis to Gian Luca Araldi, 57 Varsity Blvd, East Setauket, New York 11733 Description of Requirement: The NIMH Small Business Innovation Research Program (SBIR) supports research and development by small businesses of innovative technologies that have the potential to succeed commercially or to provide significant societal benefits. The Small Business Technology Transfer Program (STTR) has the same objectives but requires academic research involvement. The SBIR and STTR programs support research aimed at the development and validation of new methods, tools and technologies to advance understanding, prevention, and treatment of mental illness and to understand normal brain function. The purpose of this requirement is to acquire technical expertise in drug development (primarily on the preclinical end) to provide scientific consulting for the NIMH SBIR/STTR programs. The Government will award a purchase order resulting from this notice to the responsible offeror whose offer conforming to the Statement of Work (SOW) will be most advantageous to the Government, price and other factors considered. Refer to attached "Statement of Work" for specific requirements, period of performance and evaluation criteria. Summary Statement: All responses to this notice must be received by 9:00 am. Eastern Standard Time, on April 9, 2018 and must reference the announcement number specified above. Responses may be submitted electronically to Michelle Morelli, Contract Specialist, michelle.morelli@nih.gov. Fax responses will not be accepted. In addition, the Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size must be included in the response. All respondents must have an active registration in the System for Award Management (SAM) www.sam.gov.
