- The Daniel Boone National Forest is soliciting proposals (RFP) for the Wildcat Branch Area C Coal Waste Removal, Phase 2 project located on the London Ranger District of the Daniel Boone National Forest in Pulaski County, Kentucky. This project includes the excavation of up to 10,000 cubic yards of coal waste (also known as "refuse" or "gob"), construction of an on-site repository, and transport of the excavated material to the on-site repository in accordance with the schedule of items, scope of work and specifications, plans and attachments. Excavation of the coal waste includes clearing and grubbing, stripping and conserving topsoil, excavation and transportation of coal waste material, re-grading and stabilization of the excavation area, and revegetation, including application of seed, mulch, and soil amendments. Repository construction includes clearing and grubbing, stripping and conserving topsoil, excavation of repository area, include subgrade preparation, installation of repository liner and drainage features, placement of coal waste material, replacing the topsoil, and revegetation, including seed, mulch, and soil amendments. A site showing will be scheduled and conducted at the project site. The date and time for the site showing will be determined and posted in the solicitation when it is uploaded on this site. The solicitation should be ready and uploaded on this site on or around April 16, 2018. The project is located in the Wildcat Branch Abandoned Mine Site in Pulaski County on the London Ranger District. The coal waste is located on NFSR 816A and the repository location is along Pulaski County Road 122 and NFSR 122C. The area has been identified as the "Wildcat Branch/Addison Branch Mines Site" under Forest Service Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) authority. From London, KY, travel on KY-192 west for 19 miles to Old Whitney Road (next to Mt Victory Fire Department). Turn left on Old Whitney Road for 2.7 miles. Bear right where asphalt ends (gravel) onto County Road 122. Follow County Road 122 for 1.5 miles to the repository location at the intersection of County Road 122 and National Forest System Road 122C. From Somerset, follow 192 to Mt Victory and proceed as described. Andrew Christensen is the technical contact for this project. This requirement is being solicited as a Firm-Fixed Price Request for Proposals (RFP) and an award will be made to the Offeror with the Best Value to the Government, price and other factors considered. This is a Total Small Business Set-Aside. Offerors must be registered in the System for Award Management (SAM) at www.sam.gov to be eligible for award and shall return all the requested information with their offers to be determined responsive and to be considered for award. Obtaining a DUNS number and registering in SAM is free.
