- FAR CLAUSES Description: The United States Coast Guard, Surface Forces Logistics Centers, Ice Breaker & Buoy Tender Branch 2, Oakland, CA anticipates awarding sole source procurement to Renk Systems, Co. for the following service: 06 days to provide labor to replace gasket on MRG leak per attached Scope Of Work. RENK Systems, Co. is the OEM for the reduction gears; no other company possesses the proprietary equipment necessary to allow for full and open competition. RENK does not utilize local distributors, necessitates the procurement of parts, and services through RENK themselves. This procurement will be made on behalf of the USCGC BISCAYNE BAY Vendor will provide all the parts listed above. NAICS Code # 336611 applies to this procurement. The Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. No solicitation will be issued, however all responses received on 1200 PST Mar 19th 2018 will be reviewed by the Government. A determination not to compete this proposed contract based on the responses to this notice is solely within the discretion of the Government. This notice of intent is NOT a request for competitive proposals. Interested parties may identify their interest and capability to respond to the requirement or submit proposals. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. All questions concerning this notice must be submitted in writing the Contracting Officer, email address is: Mayra.c.centurion@uscg.mil. The solicitation is restricted to: Renk Systems, Co. Offers from concerns other than the above are not solicited. If no affirmative responses are received by the date specified above to determine whether a qualified source is more advantageous to the Government, a purchase order will be negotiated and awarded to Renk Systems, Co. Scope of Work: #2 Main Reduction Gear Leak CTR will provide technical representative to renew leaking O-Ring and associated parts. Leak is located on the #2 MRG, forward of the MDC-66 clutch below the intermediate shaft. CTR will be certified RENK technician and will meet the cutter in homeport once parts ordered have been received. CTR will perform op test to ensure no leaks present once new O-ring has been installed. Impact Statement (describe the impact on the mission or property) NR2 MRG is currently leaking oil, presenting a fire and safety hazard. Current containment efforts utilizing wipe ups detract engineering watchstanders from making full rounds of engineering spaces. Any fire in a main space could render the cutter without any propulsion and at the very minimum would not allow the cutter the use of the NR2 shaft, significantly decreasing maneuverability. 8. Explain why an adequate purchase description or other information suitable to solicit by Full and Open Competition has not been developed or are not suitable. RENK is the OEM for the reduction gears; no other company possesses the proprietary equipment necessary to allow for full and open competition. RENK does not utilize local distributors, necessitates the procurement of parts, and services through RENK themselves. 9. Provide a Statement of Actions, if any, the government may take to remove or overcome any barriers to competition before future acquisitions are required. The Coast Guard will continue to try to obtain the proprietary data to solicit other vendors or provision organically.
